You see, when a nation threatens another nation the people of the latter forget their factionalism, their local antagonisms, their political differences, their suspicions of each other, their religious hostilities, and band together as one unit. Leaders know that, and that is why so many of them whip up wars during periods of national crisis, or when the people become discontented and angry. The leaders stigmatize the enemy with every vice they can think of, every evil and human depravity. They stimulate their people’s natural fear of all other men by channeling it into a defined fear of just certain men, or nations. Attacking another nation, then, acts as a sort of catharsis, temporarily, on men’s fear of their immediate neighbors. This is the explanation of all wars, all racial and religious hatreds, all massacres, and all attempts at genocide.
War, then, is not a relation between men, but between states; in war individuals are enemies wholly by chance, not as men, not even as citizens, but only as soldiers; not as member of their country, but only as its defenders. In a word, a state can have as an enemy only another state, not men, becuase there can be no real relations between things possessing different intrinsic natures.

Let us face squarely the paradox that the world which goes to war is a world, usually, genuinely desiring peace. War is the outcome, not mainly of evil intentions, but on the whole, of good intentions which miscarry or are frustrated. It is made, not usually by evil men knowing themselves to be wrong, but is the outcome of policies pursued by good men usually passionately convinced that they are right.
I can’t really imagine war. I can imagine having to fight some swarm of zombie machines or snarling horde of posthuman fast-burn wreckage or whatever, but not two or more actual human societies actually fighting each other. I’m aware that people did that, before history, before the Moon, but it seems irrational. One side would have to believe they had something to gain from destroying or damaging the other, which just doesn’t make sense: it runs up against the law of association. And more to the point, each individual on any side would have to believe that they benefited from participating even if they died, which doesn’t make sense either. I suppose kin selection could make genes prevalent that made people vulnerable to that kind of illusion, but that only makes sense with animals that don’t have foresight. Even crows aren’t that stupid, at least not the ones that can talk. You have to get down to ants and such like before you see that kind of genetic mechanical mindlessness.
No. There is one fairly good reason for fighting — and that is, if the other man starts it. You see, wars are a wickedness, perhaps the greatest wickedness of a wicked species. They are so wicked that they must not be allowed. When you can be perfectly certain that the other man started them, then is time when you might have a sort of duty to stop him.
