To outside observers, Communism was a single political entity, shaped and run from the Moscow ‘Centre’. But from Stalin’s perspective matters were more complicated. From the late Twenties through to the outbreak of war, Moscow had indeed succeeded in imposing its control over the world Communist movement, except in China. But the war had changed everything. In its resistance against the Germans the Soviet Union had been forced to invoke patriotism, liberty, democracy and many other ‘bourgeois’ goals. Communism had lost its revolutionary edge and become, deliberately, part of a broad anti-Fascist coalition. This had been the tactic of the pre-war Popular Fronts too, of course, but in the Thirties Moscow had been able to keep tight control of its foreign parties—through financial aid, personal intervention and terror.

So the light darkened that had illuminated the world; the masses that had hailed it were left in blacker night, either in discouragement turning away from the fight, or struggling along to find new and better ways. The Russian revolution first had given a mighty impulse to the fight of the working class, by its mass direct actions and by its new council forms of organization—this was expressed in the widespread rise of the communist movement all over the world. But when then the revolution settled into a new order, a new class rule, a new form of government, State capitalism under dictatorship of a new exploiting class, the Communist Party needs must assume an ambiguous character. By fostering and teaching under the name of discipline the vice of submissiveness, the chief vice the workers must shake off, by suppressing each trace of independent critical thought, it prevented the growth of any real power of the working class. By usurping the name communism for its system of workers' exploitation and its policy of often cruel persecution of adversaries, it made this name, till then expression of lofty ideals, a byword, an object of aversion and hatred even among workers. In Germany, where the political and economic crises had brought the class antagonisms to the highest pitch, it reduced the hard class fight to a puerile skirmish of armed youths against similar nationalist bands. And when then the tide of nationalism ran high and proved strongest, large parts of them, only educated to beat down their leaders' adversaries, simply changed colours. Thus the Communist Party by its theory and practice largely contributed to prepare the victory of fascism.

The history of Soviet Russia between 1917 and 1920 need not detain us. Suffice it to say that the Communists—the name the Bolsheviks adopted in 1918—won the civil war, in part because they controlled the populous center of the country, where the bulk of its industrial (and military) assets were located, in part because the Western powers extended to their opponents, known as “Whites,” only halfhearted support. In the course of the civil war and soon after its conclusion, the regime reconquered most of the non-Russian borderlands—the Ukraine, the Caucasus, and Central Asia—which had previously separated themselves. These were merged with Soviet Russia to form, in 1924, the Union of Soviet Socialist Republics. All the territories of the new empire were ruled, in fact if not in theory, by the same Russian Communist Party with headquarters in Moscow. Its branches penetrated every segment of organized life, serving, to use a term coined by Mussolini, who would model his Fascist rule on Lenin’s, as the “capillary organization of the regime.” No organization, not even of the most innocuous kind, could escape the Communist Party’s control. Thus emerged the first one-party state in history.

The same problems, of defeat at the hands of Germany, political division and social strain, weakened the Romanovs’ republican Social Democratic replacement, and this weakness provided the opportunity for a Bolshevik (Soviet Communist) coup in Russia later in 1917. The victory of the Bolsheviks over domestic foes and foreign intervention in the subsequent Russian Civil War (1918–21) ensured that their regime would not be short-lived, as for example was Communist rule in Hungary in 1919. The victory also furthered the identification of the Soviet regime with struggle, as well as giving such struggle a specific character. The war provided the regime with a strong rationale for opposition to Western states, notably the leading European empires, Britain and France, as well as the USA and, indeed, Japan.

Communism arises in various ways. In Russia, it was the result of the crash following the First World War, the revolution and the civil war. It was brought to Eastern European countries by the Soviet army, victorious over Nazi Germany. But whatever the diversity of historical paths it takes in this or that corner of the planet, communism has this particularity in that it is not born from nothing and is not completely foreign to the country where it is established. Communism, which came to control a third of the planet in a generation, was the most important political movement of the past century. It carried out what other socialists had only talked about, abolishing capitalism and creating publicly owned, planned economies. Its crimes and failures are now so well rehearsed that they are in danger of obliterating any understanding of its achievements - both of which have lessons for the future of progressive politics and the search for a social alternative to globalised capitalism.

It was ironical that Communism (at least the Dictatorship of the proletariat) should first come to Russia - a nation which in economic matters was one of the least developed among all the countries in Europe. Furthermore, Communism came as a coup in Russia, not through any class struggle on the part of the workers. It came through the conspiratorial intrigue of V.I. Lenin, who was encouraged by the German High Command to go into Russia during the closing months of World War I and use a small, hard core of revolutionaries to seize the provisional government which had but recently forced the Tzar to abdicate and was at the moment representing the working class, as much as anyone else, in setting up a democratic constitution. Communism therefore did not come to Russia as the natural outcome of class struggle but like any other dictatorship - by the military might of a small minority.

From the outset in 1917, the Communists believed in a utopian ideology, extreme, organised violence, atheism, a redefined place of the individual that served to reject Enlightenment precepts, and the rejection of preceding Russian history. During the Civil War and the 1920s, the Orthodox Church was crushed, with the slaughter of tens of thousands of priests and monks, and the desecration and destruction of churches, monasteries and the tombs of saints. The real and spiritual landscapes of Russia and the psychological life of the people were transformed as a consequence. Communism in its own way therefore constituted a major civilisational challenge to the notion in Europe and North America of a 'Western Civilisation', whether or not articulated explicitly in this fashion. This civilisation owed much to Christianity and placed considerable weight on liberalism and toleration. From this perspective, Communism, drawing both on a reconceptualisation of Russian authoritarianism and on a new, totalitarian ideology and practice, posed a counter-civilisational challenge with its own precepts, aims, methods and anticipated outcomes.

More of the literature looked for continuity between the Soviet Union and Romanov Russia, and notably with the expansionism of both, for example the search for warm-water ports. Yet, as with changes in other aspects of Russian life, for example the countryside, Communism provided, alongside elements of continuity, new ideology and direction for geopolitical drives as well as renewed energy. Communism ensured that there was a Leninist policy for international relations that was very different to the liberal internationalism supported by President Woodrow Wilson of the USA. Moreover, the resulting ideological divisions had major consequences for the practice, as well as content, of international relations.

With the redefinition of the goals of the revolution came a series of programmatic revisions. There was no longer any pretense of ‘proletarian’ or working class control of the means of production. Production, its organization, and its management were all state-governed. Labor unions became agencies of the state, ‘transmission belts’ for directives from the Kremlin. By the mid-1930s, Stalinism had created the most complex, hierarchical, authoritarian state structure in history. Together with the state, Stalin created one of the most impressive coercive machines ever. For national security, vast quantities of scarce capital and technology were invested in the Soviet armed forces. Never again was Russia to be defeated in battle because of its ‘backwardness.’

Standard histories of the Cold War assume that the Soviet Union exercised a lockstep control over the docile “satellite nations,” the latter being little more than puppets within a monolithic “Soviet Bloc.” The new documents throw a different light on the relationship between Moscow and its allies. Communist leaders in Poland, Hungary, East Germany, Cuba, Afghanistan, and elsewhere “could and did act in pursuit of their own interests, sometimes goading the Kremlin into involvements it did not want.”

By the end of the 1920s and the beginning of the 1930s, Stalin had created a regime that had abandoned every principle that had presumably typified left-wing aspirations and had given himself over to notions of ‘socialism in one country’ — with all the attendant attributes: nationalism, the leadership principle, anti-liberalism, anti-individualism, communitarianism, hierarchical rule, missionary zeal, the employment of violence to assure national purpose, and anti-Semitism — making the Soviet Union unmistakenly ‘a cousin to the German National Socialism.’

The compound of bigness and communism made Soviet Russia very much an ogre in the 1920s and accentuated her isolation from the rest of the world. In turn the Soviet's acute sense of isolation, the sense of living in a perilous world and, above all, the bitter memory of foreign intervention between 1918 and 1920, made her, in self-defence, more authoritarian in her internal policies, and spurred the campaign to regiment and unify her people and fortify her economy, thus conferring on the word 'communism' an additional wrapping of terror. This sense of isolation must have also intensified the Soviet Union's desire to extend her territory and her sphere of influence in eastern Europe, and she seized the opportunity which came at the end of the Second World War.

The consolidation of State capitalism in Russia itself was the determining basis for the character of the Communist Party. Whilst in its foreign propaganda it continued to speak of communism and world revolution, decried capitalism, called upon the workers to join in the fight for freedom, the workers in Russia were a subjected and exploited class, living mostly in miserable working conditions, under a strong and oppressive dictatorial rule, without freedom of speech, of press, of association, more strongly enslaved than their brethren under Western capitalism. Thus an inherent falsehood must pervade politics and teachings of that party. ... The doctrine it taught under the name of Marxism was not the theory of the overthrow of highly developed capitalism by a highly developed working class, but its caricature. ... The Communist Party did not intend to make the workers independent fighters capable by their force of insight themselves to build their new world, but to make them obedient followers ready to put the party into power.
