We have to include a wider array of institutions—to distinguish democracy from authoritarian governments, and even there we need a scale to do so. But it means not just elections, indeed free and fair elections; I think it’s come in the twentieth century to mean a universal electorate, male and female, moving the age down a bit, that’s now just standard. Political parties and political competition and free and fair elections, and something that I’ve tried to add on, without, I suppose, a great deal of success in the real world or elsewhere: the ultimate popular control over the agenda.

Free government is self-government. A government of the people by the people. The best government of this sort is that which the people think best.

I believe people are not free if all they can do is cast a vote every five years to decide who should govern them. What does it mean to a man in a shack built by himself with no amenities and not knowing where his next meal is coming from, to vote? An election is about power. It is relevant to freedom only if those elected govern efficiently, honestly and carry out the electoral promises made.

Democracies are founded on elections, and the holding of free and credible elections ensure that people have confidence in the government that emerges at the end of the process

You can not have free government if you can not bind the people who participate in the government to accept the results of the election. It is the exercise of our inalienable right to life that enables us, and justifies us, in forming legitimate governments. When those governments are formed, we cannot reject them because we don’t like the results.

Elections are at the heart of democracy to make them free and fair, it’s a body that has to have the highest ethical standards, impartial, fair… it needs the means it needs transparency and it needs to ensure that what it does have resonance

Our position is that it is impossible to have [free] elections in Puerto Rico. You have 50,000 American troops who have never left since 1898. You have all the radio, t.v., and press controlled by American companies. So how is it possible to have a free election inside Puerto Rico? We maintain that we are for free election. We're for free election once the Americans are out of Puerto Rico. It's the same position that the Vietnamese people have, get out and then we will have our election to decide what our future is going to be.

The free electoral process is one of the things that outsiders envy most about this country.The distinctly American two-party system is perpetuated through that process.

The same definition issue arises with the word “election.” In a free society, the day of the vote is the culmination of a long democratic process that depends on equal access to an unfettered media, fair conditions, debates, etc., none of which have existed in Russia for nearly 20 years. Postulating that Putin would win anyway even if the March 18 election were honest is a meaningless exercise. If he and his policies were truly popular, in the real sense of the word, he wouldn’t need to spend so much time and effort dominating the media, eliminating rivals, and rigging elections large and small. Persecuting bloggers and arresting a single protester standing in the town square with an anti-Putin sign does not strike me as the behavior of a ruler who believes in his own popularity.

Campaigns and elections are the process in which democracy separates the willing from the able, and goes with the willing.

Political freedom means the absence of coercion of a man by his fellow men. The fundamental threat to freedom is power to coerce, be it in the hands of a monarch, a dictator, an oligarchy, or a momentary majority. The preservation of freedom requires the elimination of such concentration of power to the fullest possible extent and the dispersal and distribution of whatever power cannot be eliminated — a system of checks and balances.

Free choice only comes from thinking; it doesn’t come from emotions. It emerges from the capacity to think about your emotions.
