[I]t is very hard to achieve good objectives through bad means. And the means we have been using are bad in two very different respects. In the first place, all of these programs involve some people spending other people’s money for objectives that are determined by still a third group of people. Nobody spends somebody else’s money as carefully as he spends his own. Nobody has the same dedication to achieving somebody else’s objectives that he displays when he pursues his own. Beyond this, the [welfare] programs have an insidious effect on the moral fiber of both the people who administer the programs and the people who are supposedly benefiting from it. For the people who administer it, it instills in them a feeling of almost Godlike power. For the people who are supposedly benefiting it instills a feeling of childlike dependence. Their capacity for personal decision making atrophies. The result is that the programs involved are misuse of money, they do not achieve the objectives which it was their intention to achieve. But far more important than this, they tend to rot away the very fabric that holds a decent society together.

Welfare programs as instruments of manipulation ultimately serve the end of conquest. They act as an anesthetic, distracting the oppressed from the true causes of their problems and from the concrete solutions of these problems.

Welfare was taking away the very thing that people needed most — the initiative to provide for themselves. At the same time it was undermining the family: Teenagers from the inner cities, who for various reasons decided they didn’t want to live at home anymore, discovered that by getting pregnant — they didn’t even have to wait for their baby to be born — they got a welfare check that allowed them to rent their own apartment, and they discovered they could increase their monthly welfare check any time they chose simply by getting pregnant again. Meanwhile, the father of the child might have a good job and want to live with his family. But he was told his family was better off financially if he walked out on them; if he stayed, they wouldn’t get a welfare check. Not only was the welfare program a tax-financed incentive for immorality that was destroying the family, it was responsible for an endless and malignant cycle of despair in which generation after generation went on the dole and never had any incentive to leave it.

I'd like to go over in a few minutes some of the problems with the present system, but I would like to point out that the most important unanimous conclusion is that the present welfare program should be scrapped entirely and a totally new system should be implemented. This conclusion in no way is meant to disparage the great value of the separate and the individual programs enacted by the Congress over the last 15 years. These include, as you know, a food stamp program for low-income persons, those who work and those who cannot work; the supplemental security income floor for our aged and disabled; work incentives for welfare families with children; increased housing assistance; tax credits; unemployment insurance extensions; enlarged jobs programs; and the indexing of social security payments to counter the biggest threat or enemy of the poor, and that is inflation. This conclusion that we've drawn today is to say that these many separate programs, taken together, still do not constitute a rational and coherent system that is adequate and fair for all the poor. They are still overly wasteful, capricious, and subject to almost inevitable fraud. They violate many desirable and necessary principles.

Most welfare go to the rich of this country: the military-industrial complex, the bankers, the foreign dictators, it's totally out of control. The new black conservatives claim that transfer payments to the black needy engender a mentality of dependence which undercuts the value of self-reliance and of the solidity of the black poor family. They fail to see that the welfare state was a historic compromise between progressive forces seeking broad subsistence rights and conservative forces arguing for unregulated markets. Therefore it should come as no surprise that the welfare state possesses many flaws. The reinforcing of 'dependent mentalities' and the unsettling of the family are two such flaws. But simply to point out these rather obvious shortcomings does not justify cutbacks in the welfare state. In the face of high black unemployment, these cutbacks will not promote self-reliance or strong black families but will only produce even more black cultural disorientation and more devastated black households. This is so because without jobs or incentives to be productive citizens the black poor become even more prone toward criminality, drugs, and alcoholism- the major immediate symptoms of the pervasive black communal and cultural chaos.

Extracting money from users of a program by restricting their use of it is destructive because the restrictions reduce the amount and the ways that the program can be used. This reduces the amount of wealth that humanity derives from the program. When there is a deliberate choice to restrict, the harmful consequences are deliberate destruction. The reason a good citizen does not use such destructive means to become wealthier is that, if everyone did so, we would all become poorer from the mutual destructiveness. This is Kantian ethics; or, the Golden Rule. Since I do not like the consequences that result if everyone hoards information, I am required to consider it wrong for one to do so. Specifically, the desire to be rewarded for one's creativity does not justify depriving the world in general of all or part of that creativity.

One of the basic principles that I described is to have a uniform payment by the Federal Government for welfare recipients around the country, varying in amount only enough to accommodate changes in the cost of living from one community to another. Another problem with the present system is that the multiplicity of programs not only is confusing to administrators and to those who receive the benefits but also result in almost unconstrained fraud and honest mistakes. This chart shows that 67 percent of the recipients get benefits from two or more programs, 18 percent of the recipients get benefits from five or more different programs; 2 percent of the recipients get benefits from eight or more separate and distinct welfare programs.
