I would call the human right to peace an ultimate or “end right”, in that the state of peace is the result of the promotion and protection of human rights. Indeed, a society where human rights are upheld is a society that is free of the kind of structural violence that leads to armed conflict. Now, as it has been said many times, peace is not the mere absence of war. Peace in a holistic sense, peace in its individual and collective dimension, entails a state of internal and external harmony.

A democratic and equitable international order is inherent in the fundamental human rights that humanity shares. It is achievable, step-by-step, when every country and people act at the local, regional and international levels, aware that such an international order must be based on the United Nations Charter and the human rights treaties, which together make up what we can safely call the Constitution of the modern world.

Since a democratic and equitable international order requires peace, States must engage in good faith negotiations for disarmament and significantly reduce military expenditure and the arms trade.

Peace is a public good, so everyone should have the right to enjoying, building, making, and shaping peace.

The theory is that democratic systems provide a path to peace, and universalizing them would eliminate war and minimize global, political violence

Moving the human rights agenda forward requires the promotion of a social and economic environment conducive to respect for human dignity. It is patent that individuals subjected to violence, coercion and war cannot fully exercise their rights. It is thus important to reaffirm the credo of the Charter of the United Nations that peace is a condition for the enjoyment of all human rights. The human right to peace also has important economic, social and cultural components. Following the entry into force of the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights on 5 May 2013, individuals can invoke violations before the Committee on Economic, Social and Cultural Rights. Thus, the right to, inter alia, health, a safe environment, food, water and education has acquired even more resonance in the life of each individual.

We believe in the right of every country to be free from interference in its own internal affairs by another country. And we believe that world peace can come — which we both devoutly hope to see — through mutual respect, even among those who have some differences between us. Our goals are also the same, to have a just system of economics and politics, to let the people of the world share in growth, in peace, in personal freedom, and in the benefits to be derived from the proper utilization of natural resources. We believe in enhancing human rights. We believe that we should enhance, as independent nations, the freedom of our own people.

And is not peace, in the last analysis, basically a matter of human rights — the right to live out our lives without fear of devastation — the right to breathe air as nature provided it — the right of future generations to a healthy existence?

A democratic and equitable international order can only flourish in a peaceful environment. With conflict prevention being the overarching raison d’être of the United Nations, the hundreds of wars since 1945 indicate that the Organization must reform in order to live up to its purposes and principles.

The evidence on this question is persuasive: the best way of eliminating war between nations, of minimizing domestic political violence, and of virtually making genocide and mass murder a horror of the past, is by fostering political freedom. Politically free nations do not make war on each other, have minimum domestic political violence, and virtually no genocide and mass murder. I call this the miracle that is freedom.

The respect of the rights of others is peace.

The value of human rights is really the path to peace here...That’s a central thing that we need to make sure that we value the safety and the human rights of Israelis and we value the safety and human rights of Palestinians in that process that is similar on equal footing... Just like here in the United States, I don’t believe that children should be detained. I think that starting on those basic principles of human rights, we can build a path to peace together... We really need to make sure that we are valuing a process where all parties are respected, and have a lot of equal opportunity to really make sure that we are negotiating in good faith.

Peaceful nations must stand for the advance of democracy. No other system of government has done more to protect minorities, to secure the rights of labor, to raise the status of women, or to channel human energy to the pursuits of peace.

I am an optimist and I believe that together we shall be able now to make the right historical choice so as not to miss the great chance at the turn of centuries and millenia and make the current extremely difficult transition to a peaceful world order. A balance of interests rather than a balance of power, a search for compromise and concord rather than a search for advantages at other people's expense, and respect for equality rather than claims to leadership — such are the elements which can provide the groundwork for world progress and which should be readily acceptable for reasonable people informed by the experience of the twentieth century.
The future prospect of truly peaceful global politics lies in the creation through joint efforts of a single international democratic space in which States shall be guided by the priority of human rights and welfare for their own citizens and the promotion of the same rights and similar welfare elsewhere. This is an imperative of the growing integrity of the modern world and of the interdependence of its components.
