When we raised the question of settlement in a democratic way, they (Pakistan) at once told us that they would consider it if we applied that policy to Kashmir. Our reply was that we would agree to Kashmir if they agreed to Hyderabad.

Presumably had Hyderabad been in a position to accede to Pakistan, a corridor would have been demanded for linking it up with Pakistan in the shape of an outlet to the sea. This has been the tempo, the character and the insatiably ambitious nature of the Pakistan Plan, conspiring for the conquest of Hindu India. Rioting and pillaging would be accounted only as minor rehearsary exercises in such a mighty and vast programme of action!

129. Let us then take the case of 55 crores ... (h) The case of Hyderabad had also the same history. It is not at all necessary to refer to the atrocious misdeeds perpetrated by the Nizam's Ministers and the Razakars. Laiq Ali the Prime Minister of Hyderabad had an interview with Gandhiji during the last week of January 1948. It was evident from the manner in which Gandhiji looked at these Hyderabad affairs, that Gandhiji would soon start his experiments of non-violence in the State of Hyderabad and treat Kasim Razvi as his adopted son just as Suhrawardy. It was not at all difficult to see that it was impossible for the Government in spite of all the powers to take any strong measures against the Muslim State like Hyderabad so long as Gandhiji was there. Had the Government then decided to take any military of police action against Hyderabad it would have been compelled to withdraw its decision just as was done in the case of the payment of Rs. 55 crores, for Gandhiji would have gone on fast unto death and Government's hands would have been forced to save the life of Gandhiji.
I spoke that afternoon of the struggle in Pakistan, but I went further and warned them that their demands for regional autonomy would never be conceded by the army. ‘Rather than grant you that, they will crush you. The only serious option is independence. A Red Bengal could become the Yenan of our subcontinent.’ These ideas had never been stated in this form in public and I felt the excitement of the audience. Even the Awami League students were stunned. Was I not after all a Punjabi? How could I talk in this fashion? But they recovered soon and cheered me till they were hoarse. If, at that stage, the political leaders had realized the holocaust that was to follow they could have politically armed their supporters and prepared them for the inevitable civil war. 66 ‘Indeed in the subsequent years the Congress policy can be quite correctly described as “Peace at any Price” and “Congress in Office at all costs”. The Congress compromised with the British who placed it in office and in return, the Congress surrendered to the violence of Mr. Jinnah, carved out one-third of India to him, an explicitly racial and theological State, and destroyed two million human beings in the process. Pandit Nehru now professes again and again that the Congress stands for a secular State and violently denounces those who remind him that only last year he agreed to a communal and theological State; his vociferous adherence to a “Secular State” is nothing but a case of “my lady protests too much”.’

They had perhaps a long-range plan as well, of which we got hints from the way the Muslims prepared for an attack on the Hindus and Sikhs of Delhi on the Punjab scale. That plan evidently was to create centres of Muslim disaffection and rebellion against the future Government of the Indian Dominion, and to prepare the way for occupation of the East Punjab, Delhi and whatever else might come into the bag, by Pakistan. With Kashmir thrown in, the empire of Pakistan on the western side would stretch from at least the Jumna westward. This was the ambitious Pakistan Plan. In order to make such a plan a success, it was very essential that Hindus and Sikhs must be thoroughly beaten down and driven, as far as possible, from the Muslim zone, which was designed to spread as far cast as the Jumna.

30. It must be admitted that the Delhi Pact was not an end in itself. It was intended that such conditions would be created as might effectively help resolve so many disputes and conflict existing between India and Pakistan. But during this period of six months after the Agreement, no dispute or conflict has really been resolved. On the contrary, communal propaganda and anti-India propaganda by Pakistan both at home and abroad are continuing in full swing. The observance of Kashmir Day by the Muslim League all over Pakistan is an eloquent proof of communal anti-India propaganda by Pakistan. The recent speech of the Governor of Punjab (Pak) saying that Pakistan needed a strong Army for the security of Indian Muslims has betrayed the real attitude of Pakistan towards India. It will only increase the tension between the two countries.
