The civil service can never be placed on a satisfactory basis until it is regulated by law. For the good of the service itself, for the protection of those who are intrusted with the appointing power against the waste of time and obstruction to the public business caused by the inordinate pressure for place, and for the protection of incumbents against intrigue and wrong, I shall at the proper time ask Congress to fix the tenure of the minor offices of the several Executive Departments and prescribe the grounds upon which removals shall be made during the terms for which incumbents have been appointed.

Civil servants should keep out of politics and politics should be kept out of the civil service

Statesmen and Philanthropists are busy suggesting remedies for the cure of these great evils. But the renovation of our Civil Service, the reform of our Primaries, and whatever other measures may be devised, they all depend in the last instance upon the fidelity of those to whom their execution must be entrusted. They will all fail unless the root of the evil be attacked, unless the conscience of men be aroused, the confusion of right and wrong checked, and the loftier purposes of our being again brought powerfully home to the hearts of the people.

We will not reclaim a free culture by individual action alone. It will also take important reforms of laws. We have a long way to go before the politicians will listen to these ideas and implement these reforms. But that also means that we have time to build awareness around the changes that we need.

Civil service. The merit system has long been recognized as the correct basis for employment in our, civil service. I believe that first second, and third class postmasters, and without covering in the present membership tile field force of prohibition enforcement, should be brought within the classified service by statute law. Otherwise the Executive order of one administration is changed by the Executive order of another administration, and little real progress is made. Whatever its defects, the merit system is certainly to be preferred to the spoils system.

The first order of business is to reform politics. We have to realise politics that respect our citizens as a genuine source of power. We should nurture a political climate in which the well-being of the people takes precedence over partisan interests.

Reform will come and only come through the building of mass movements and alternative centers of power that can overthrow—let me repeat that word for Homeland Security—overthrow the corporate state. If we fail to sever these chains, we will become like many who did not rise up in time to save their civil society’s human chattel. This means we too must defy the law and engage in civil disobedience

Not all civil servants admire strong political leadership. But if you want to change things for the better you need strong political leadership.

It is time that we limit the length of service of members of Congress and return to concept of elected officials being public servants. We are at a crossroads in our country and I believe we can either take steps to save our country or watch it decline into irrelevancy.

Legislative reform and revolution are not different methods of historic development that can be picked out at the pleasure from the counter of history, just as one chooses hot or cold sausages. Legislative reform and revolution are different factors in the development of class society. They condition and complement each other, and are at the same time reciprocally exclusive, as are the north and south poles, the bourgeoisie and proletariat.

Mere political reform will not cure the manifold evils which now afflict society. There requires a social reform, a domestic reform, an individual reform.

While it is true that not everyone in such a country will agree that this is the best way to run the government’s ‘civil service,’ by and large one has to conclude that a system of petty extortion and bribery has become entrenched over time simply because the country and its people have decided that they want it that way.

No process of reform will succeed without national reconciliation. [...] National reconciliation will take time, but for the sake of our common humanity, and for the sake of this country’s future, it is necessary to stop incitement and to stop violence.

To make a lasting change in the direction of development of any important aspect of a society, reform is insufficient and revolution is required.
