[How is it consistent with what you advocated this evening in terms of a vision for peace, that you continued to allow the building of settlements in the West Bank, during your primeministership?] Let me tell you, first of all, during my term as a Prime Minister, we have not built a single new settlement. I ordered the dismantling of many voluntary -- I don't know how to call it -- new settlements that had been set on top of hills in different parts of the West Bank, basically. But, I allowed contracts, contracts that had been signed, legally, in Israel, beforehand. To build new neighborhoods in some big cities in the West Bank, cities with 25,000 or 30,000 people. And very few new homes, in small settlements, where youngsters, who came back from the army service, asked to build their home near the home of their parents. Now, Israel is a law-abiding state, you cannot break contracts, there is Supreme Court. If the government behaves in a way that is not proper, any individual can appeal and change whatever we decide. Realizing that this is a sensitive issue from the Palestinian side, I talked to Arafat, at the beginning of my term as a Prime Minister, and I told him: Mr. Chairman, I know that you are worried about it, it creates some problems, in your own constituency. But let me tell you, we have a great opportunity here to put an end to the whole conflict, in a year and a half. When President Clinton that invested unbelievable amount of energy and political capital in trying to solve it, and he's still in power. Now, I understand your problem with settlement if there is no end, there is no time limit, and you are afraid that maybe the accumulation of new settlements will change the nature of the situation, for the worse, from your position. So I tell you, out of our own considerations, independent of you, we have decided not to set even a single new settlement. We will not allow anyone to establish his own private initiatives on the hills, for our own reasons, not because of you. But at the same time I will respect any contract that has been signed, under law, in Israel. But -- and here is a point -- bearing in mind that we can put an end to the conflict, to reach an agreement within a year and a half, why the hell it will matter? To build a new building in Israel takes more than a year and a half, so you won't see any building that is not already emerging from the ground, having it's roof before we can reach an agreement. Now if such a building happens to be in a settlement that will become, under the agreement, part of the new independent Palestine, why the hell you have to care? Take it, use it, put some refugees in it. And if it will happen to be a part of what will be agreed, as Israel, in a mutual agreement that is signed by you, why the hell do you care, if you agree? I believe that that simple answer would not solve his public -- or internal political -- problems, but it would solve the real issue if the will was there to make peace, and not just to politically maneuver and manipulate.

We didn't break a promise. We made a commitment in our manifesto, we didn't win the election. We then entered into a coalition agreement, and it's the coalition agreement that is binding upon us and which I'm trying to honour,

We cannot destroy what we built together.

Our call is for everyone to commit to what was agreed on with Nairobi and Luanda Protocol so we can move towards peace and stability.

This is the heart of the Israeli consensus. This is an area in which Jews lived up until 1948. They were expelled after a great massacre took place there. The sons of the very people who lived on these very hills came back and rebuilt these communities. There's a very broad Israeli consensus about this and in fact what we are doing in Efrat, we are effectively building in the most prudent and the most careful and I think in the most responsible way. We are not going a hill too far, two hills, a kilometre, two kilometres away, in some kind of land-grab. What we are doing is simply continuing the construction as the community gets larger, it's people have children. As the number of families increase, we facilitate the construction close to the last construction that was already standing.

They came here—the exile and the stranger, brave but frightened—to find a place where a man could be his own man. They made a covenant with this land. Conceived in justice, written in liberty, bound in union, it was meant one day to inspire the hopes of all mankind; and it binds us still. If we keep its terms, we shall flourish.

Just as we must not allow our strong commitment to developing Jewish secularism to detract from the struggle in the Middle East, that conflict cannot be used to allow assimilation to take over our lives.

[I]t is not true–no, it is not true–that we have uprooted the Arabs.We have not uprooted them; we have shown them the way to a better life,and we shall continue to do this until they understand that we have a common interest in reviving the Middle East, and that this task can be achieved only on the basis of a strong Jewish Palestine.

Here we stand before you, men who fate and history have sent on a mission of peace to end once and for all 100 years of bloodshed. Our dream is also your dream -- King Hussein, President Mubarak, Chairman Arafat, all the others, and, above [all], assisting us, President Bill Clinton -- a President who is working in the service of peace. We all love the same children, weep the same tears, hate the same enmity, and pray for reconciliation. Peace has no borders.... My brother Jews speak through the media to you [of] thousands of years of exile. And the dream of generations have returned us to our historic home in the land of Israel -- the land of the Prophets. Etched on every vineyard, every field, every olive tree, every flower is the deep imprint of the Jewish history; of the Book of the books that we have bequeathed to the entire world; of the values of morality and of justice. Every place in the land of the Prophets, every name is an integral part of our heritage of thousands of years of the divine promise to us and to our descendants. Here, is where we were born. Here, is where we created a nation. Here, we forged a haven for the persecuted and built a model of a democratic country. But we are not alone here on this soil, in this land. And so we are sharing this good earth today with the Palestinian people in order to choose life. Starting today, an agreement on paper will be translated into reality on the ground. We are not retreating. We are not leaving. We are building -- and we are doing so for the sake of peace. Our neighbors, the Palestinian people, we who have seen you in your difficulties, we saw you for generations; we who have killed and have been killed are walking beside you now toward a common future, and we want you as a good neighbors. I pledge you that we will neither commit nor provoke aggression, that we shall neither flee nor invoke the threat of force, that we shall never negotiate out of fear, we shall never fear to negotiate.

We are committed to the mission and to each other’s success: We will not let each other fail. In fact, we will ensure each other succeeds. We will elevate each other as we work together to achieve

We take just one vow, to safeguard the welfare and happiness of all our children.
That’s our total marriage contract. The rest is just poetic ritual.

[T]here is one great resource, which I trust will never abandon us, and which has shone forth in the English character, by which we have preserved our existence and fame, as a nation, which I trust we shall be determined never to abandon under any extremity, but shall join hand and heart in the solemn pledge that is proposed to us, and declare to his Majesty, that we know great exertions are wanting, that we are prepared to make them, and at all events determined to stand or fall by the laws, liberties, and religion of our country.

The Kiowas and Comanche have made with you a peace, and they intend to stick to it. If it brings prosperity to us, of course we will like it better. If it brings poverty and adversity, we will not abandon it, because it is our contract, and it will stand. We hope now that a better time has come. If all would talk and then do as they talk, the sun of peace would forever shine.
