All is war.

We are in a state of bloodless civil war. No common principles, no respect for common institutions or traditions unite the various groups of politicians, who are struggling for power. To loot somebody or something is the common object under a thick varnish of pious phrases.

Not surprisingly, the Serbs are presenting themselves as the victims. (Clinton equals Hitler, etc.) But it is grotesque to equate the casualties inflicted by the NATO bombing with the mayhem inflicted on hundreds of thousands of people in the last eight years by the Serb programs of ethnic cleansing. Not all violence is equally reprehensible; not all wars are equally unjust. No forceful response to the violence of a state against peoples who are nominally its own citizens? (Which is what most "wars" are today. Not wars between states.) The principal instances of mass violence in the world today are those committed by governments within their own legally recognized borders. Can we really say there is no response to this? Is it acceptable that such slaughters be dismissed as civil wars, also known as "age-old ethnic hatreds." (After all, anti-Semitism was an old tradition in Europe; indeed, a good deal older than ancient Balkan hatreds. Would this have justified letting Hitler kill all the Jews on German territory?) Is it true that war never solved anything? (Ask a black American if he or she thinks our Civil War didn't solve anything.) War is not simply a mistake, a failure to communicate. There is radical evil in the world, which is why there are just wars.

Arms are not yet taken up; but virtually, you are in a civil war. You are not people of differing opinions in a public council;—you are enemies, that must subdue or be subdued, on the one side or the other. If your hands are not on your swords, their knives will be at your throats. There is no medium,—there is no temperament,—there is no compromise with Jacobinism.

This combat between proletariat and plutocracy is, after all, itself a civil war. Two inferiorities struggle for the privilege of polluting the world.

Each man is a little war.

War isn't civilized. War is failure. It's the ultimate result of a breakdown in public policy, and soldiers are the machines that handle that breakdown. In warfare, you're taught to do whatever you have to, to stay alive.

Men destroy each other during war, themselves during peacetime.

And in every one of us, there's a war going on. It's a civil war. I don't care who you are, I don't care where you live, there is a civil war going on in your life. And every time you set out to be good, there's something pulling on you, telling you to be evil. It's going on in your life. Every time you set out to love, something keeps pulling on you, trying to get you to hate. Every time you set out to be kind and say nice things about people, something is pulling on you to be jealous and envious and to spread evil gossip about them. There's a civil war going on. There is a schizophrenia, as the psychologists or the psychiatrists would call it, going on within all of us. And there are times that all of us know somehow that there is a Mr. Hyde and a Dr. Jekyll in us...There's a tension at the heart of human nature. And whenever we set out to dream our dreams and to build our temples, we must be honest enough to recognize it.

Once war consisted of individual combats between armed men. Later it was waged between lines of men in opposing trenches. Now it is organized slaughter of whole populations.
