A good many institutions in liberal democracies already take such a form and may serve as exemplars for fashioning new ones. One could say that democracy itself is based on the assumption that the metis of its citizenry should, in mediated form, continually modify the laws and policies of the land. Common law, as an institution, owes its longevity to the fact that it is not a final codification of legal rules, but rather a set of procedures for continually adapting some broad principles to novel circumstances. Finally, that most characteristic of human institutions, language, is the best model: a structure of meaning and continuity that is never still and ever open to the improvisations of all its speakers.

The vast country with an unevenly distributed and heterogeneous population presents the greatest variety of natural, as well as of economic conditions; the immediate interests of one section naturally do not coincide with those of other sections; particularistic and individualistic tendencies of the true democrat are antagonistic to anything which smacks of "paternalism," the attitude under which alone a persistent, farsighted policy can thrive. Frequent change of administration, or at least the threat of such change, impedes consistent execution of plans; fickle public opinion may subvert at any time well laid plans which take time in maturing; the true democratic doctrine of restricting State activity to police functions, and the doctrine of non-interference with private rights, as well as the idea of State rights in opposition to federal power and authority—all these characteristics of a democratic government are impediments to a concerted action and stable policy.

Constitutional institutions are splendid things, but whoever heard of any nation which was purely Mahomedan being able to enjoy them. A constitution depends upon the character of the people to whom it is applied, and there is no circumstance which influences those people more than the religion which they profess, and I will venture to say that there is no instance in the history of the world of any purely Mahomedan, or mainly Mahomedan, population flourishing under what we call popular institutions.

The character, or tone, of a society depends on what the society regards as the most respectable or most worthy of admiration. But by regarding certain habits or attitudes as most respectable, a society admits the superiority, the superior dignity, of those human beings who most perfectly embody the habits or attitudes in question. That is to say, every society regards a specific human type (or a specific mixture of human types) as authoritative. They advance politically only as they placate, appease, bribe, seduce, bamboozle, or otherwise manage to manipulate the demanding and threatening elements in their constituencies. The decisive consideration is not whether the proposition is good but whether it is popular—not whether it will work well and prove itself but whether the active talking constituents like it immediately. Politicians rationalize this servitude by saying that in a democracy public men are the servants of the people.

All the elements of the democratic method are means to render voting practically effective and politically significant, and all the elements of the democratic ideals are moral extensions and elaborations of the features of the method that make voting work.
