Dictators, perhaps because they know their own lies so well, have usually realised the power of history. Consequently, they have tried to re-write, deny, or destroy the past.

Dictators during the entire history of this planet have used similar techniques. By not letting the people of their country know what conditions existed outside their boundaries, they could get the people to fight to stay in those conditions. It was the old adage: Convince a slave that he’s free, and he will fight to maintain his slavery.

Every socialist is a disguised dictator.

The Party uses the lies up to the last moment as a cover-up. Thus it intimidates the political opponents and provides its Party comrades with sedatives. It is so unbelievably simple for the current gang to lie to this German people and to lead these fools around by the nose.

Every dictatorship has ultimately strangled in the web of repression it wove for its people, making mistakes that could not be corrected because criticism was prohibited.

I have not included the Soviet Union in the above list of dictatorships, because the dictatorship there, although as ruthless as any other, is of a different type. It is not the dictatorship of an individual or a small group, but of a well-organised political party basing itself especially on the workers. They call it the 'dictatorship of the proletariat'.

In their propaganda today's dictators rely for the most part on repetition, suppression and rationalization — the repetition of catchwords which they wish to be accepted as true, the suppression of facts which they wish to be ignored, the arousal and rationalization of passions which may be used in their interests of the Party or the State. As the art and science of manipulation come to be better understood, the dictators of the future will doubtless learn to combine these techniques with the nonstop distractions which, in the West, are now threatening to drown in a sea of irrelevance the rational propaganda essential to the maintenance of individual liberty and the survival of democratic institutions.

The most tyrannical dictatorships the world has known have existed under the aegis of parliaments.

In the past, all kinds of opportunists and revisionists invariably used dual tactics to deceive the revolutionary people, and they invariably put on some false appearance to conceal the essence of their betrayal of the revolution.

The moment we no longer have a free press, anything can happen. What makes it possible for a totalitarian or any other dictatorship to rule is that people are not informed; how can you have an opinion if you are not informed? If everybody always lies to you, the consequence is not that you believe the lies, but rather that nobody believes anything any longer. This is because lies, by their very nature, have to be changed, and a lying government has constantly to rewrite its own history. On the receiving end you get not only one lie — a lie which you could go on for the rest of your days — but you get a great number of lies, depending on how the political wind blows. And a people that no longer can believe anything cannot make up its mind. It is deprived not only of its capacity to act but also of its capacity to think and to judge. And with such a people you can then do what you please.

A totalitarian dictatorship cannot explain; it can only suppress.

It was one of the greatest errors in evaluating dictatorship to say that the dictator forces himself on society against its own will. In reality, every dictator in history was nothing but the accentuation of already existing state ideas which he had only to exaggerate in order to gain power

With a fascist the problem is never how best to present the truth to the public but how best to use the news to deceive the public.

The post-totalitarian system touches people at every step, but it does so with its ideological gloves on. This is why life in the system is so thoroughly permeated with hypocrisy and lies: government by bureaucracy is called popular government; the working class is enslaved in the name of the working class; the complete degradation of the individual is presented as his or her ultimate liberation; depriving people of information is called making it available; the use of power to manipulate is called the public control of power, and the arbitrary abuse of power is called observing the legal code; the repression of culture is called its development; the expansion of imperial influence is presented as support for the oppressed; the lack of free expression becomes the highest form of freedom; farcical elections become the highest form of democracy; banning independent thought becomes the most scientific of world views; military occupation becomes fraternal assistance. Because the regime is captive to its own lies, it must falsify everything. It falsifies the past. It falsifies the present, and it falsifies the future. It falsifies statistics. It pretends not to possess an omnipotent and unprincipled police apparatus. It pretends to respect human rights. It pretends to persecute no one. It pretends to fear nothing. It pretends to pretend nothing. Individuals need not believe all these mystifications, but they must behave as though they did, or they must at least tolerate them in silence, or get along well with those who work with them. For this reason, however, they must live within a lie. They need not accept the lie. It is enough for them to have accepted their life with it and in it. For by this very fact, individuals confirm the system, fulfil the system, make the system, are the system.
