The dominion of bad men is hurtful chiefly to themselves who rule, for they destroy their own souls by greater license in wickedness; while those who are put under them in service are not hurt except by their own iniquity. For to the just all the evils imposed on them by unjust rulers are not the punishment of crime, but the test of virtue. Therefore the good man, although he is a slave, is free; but the bad man, even if he reigns, is a slave, and that not of one man, but, what is far more grievous, of as many masters as he has vices; of which vices when the divine Scripture treats, it says, “For of whom any man is overcome, to the same he is also the bond-slave.”

Weak men are apt to be cruel.

The weak, when they have authority, surround themselves with the weak. It is, indeed, a vice of rulers that men who have exceptional ability and worth are offensive to them, since they whose greatness is due to their position find it difficult to love those whom inner power makes great.

Hatred, malice, rudeness, intolerance, and suspicion are the faults of weakness. The resentment of the weak does not spring from any injustice done to them but from the sense of inadequacy and impotence. We cannot win the weak by sharing our wealth with them. They feel our generosity as oppression. St. Vincent De Paul cautioned his disciples to deport themselves so that the poor "will forgive them the bread you give them."

Surely it is madness to make the fate of thousands depend on the caprice of a weak fellow creature, whose very station sinks him NECESSARILY below the meanest of his subjects! But one power should not be thrown down to exalt another--for all power intoxicates weak man; and its abuse proves, that the more equality there is established among men, the more virtue and happiness will reign in society.
