I believe that abortion should be safe and legal in this country. I have since the time that my Mom took that position when she ran in 1970 as a U.S. Senate candidate. I believe that since Roe v. Wade has been the law for 20 years we should sustain and support it.

I am myself convinced that the existing law on abortion is uncertain and is also, and perhaps more importantly, harsh and archaic and that it is in urgent need of reform. I certainly shall have no hesitation in voting for the Second Reading of the Bill. I take this view because I believe that we have here a major social problem. How can anyone believe otherwise when perhaps as many as 100,000 illegal operations a year take place, that the present law has shown itself quite unable to deal with the problem? I believe this, too, because of the danger which exists at present to those who are forced to resort to back-street abortionists and to the misery which is caused to some of those who fail to get an abortion. I believe it also because we all know...that the law is consistently flouted by those who have the means to do so. It is, therefore, very much a question of one law for the rich and one law for the poor.

One of the crucial yardsticks by which we shall have to judge the results of the new abortion law combined with the voluntary sterilisation law will be whether it tends to raise or lower the total quality of our population. We must encourage those who earn less than $200 per month and cannot afford to nurture and educate many children never to have more than two. The law is an accumulation of tireless attempts to block a man's desire to change life into an instant of poetry. Certainly it would not be right to let everybody exchange his life for a line of poetry written with a splash of blood. But the mass of men, lacking valor, pass away their lives without ever feeling the least touch of such a desire.

I support a woman's right to choose up until viability of the fetus. As Governor of , I would have signed a bill banning late-term abortion. I've always favored parental notification, I've always favored counseling, and I've always favored the notion that public funds should not be used for abortion.
