During the years of Stalin's reign, the Soviet nation made dramatic gains in literacy, industrial wages, health care, and women's rights. These accomplishments usually go unmentioned when the Stalinist era is discussed. To say that "socialism didn't work" is to ignore that it did. In Eastern Europe, Russia, China, Mongolia, North Korea, and Cuba, revolutionary communism created a life for the mass of people that was far better than the wretched existence they had endured under feudal lords, military bosses, foreign colonizers, and Western capitalists. The end result was a dramatic improvement in the living conditions for hundreds of millions of people on a scale never before or since witnessed in history.

No voice today can be final about the Stalin era. Stalin is one of those who are judged by long history, the character of whose work grows clearer as it recedes from view. What we know, at least, is that he set out in 1928 to build socialism in one country, a backward peasant land surrounded by a world of foes. When he began, Russia was peasant, illiterate; when he finished, it was the world's second industrial power. We realized in our hearts that we could not do much till conditions were radically changed-hence our overwhelming desire for independence-and yet the passion for progress filled us and the wish to emulate other countries which had gone so far ahead in many ways. We thought of the United States of America and even of some eastern countries which were forging ahead. But most of all we had the example of the Soviet Union which in two brief decades, full of war and civil strife and in the face of what appeared to be insurmountable difficulties, had made tremendous progress. Some were attracted to communism, others were not, but all were fascinated by the advance of the Soviet Union in education and culture and medical care and physical fitness and in the solution of the problem of nationalities-by the amazing and prodigious effort to create a new world out of the dregs of the old.

Our path has not been an easy one. Our people are proud that in a historically short period of time, after the victory of the Socialist Revolution, backward Russia transformed itself into a major industrial power and achieved outstanding successes in science and culture. We take pride in having built a new society — a most stable and confidently developing society — which has assured all our citizens of social justice and has made the values of modern civilization the property of all the people. We are proud that dozens of previously oppressed nations and nationalities in our country have become genuinely equal, and that in our close-knit family of nations they are developing their economy and culture. We have great plans for the future. We want to raise considerably the living standards of the Soviet people. We want to make new advances in education and medicine. We want to make our villages and towns more comfortable to live in and more beautiful. We have drafted programs to develop the remote areas of Siberia, the North and the Far East, with their immense natural resources. And every Soviet individual is deeply conscious of the fact that the realization of those plans requires peace and peaceful cooperation with other nations.

When that power of the working class is once achieved, as it has been only in the Soviet Union, I am for maintaining it by any means whatever. Dictatorship is the obvious means in a world of enemies at home and abroad. I dislike it in principle as dangerous to its own objects. But the Soviet Union has already created liberties far greater than exist elsewhere in the world. They are liberties that most closely affect the lives of the people — power in the trade unions, in peasant organizations, in the cultural life of nationalities, freedom of women in public and private life, and a tremendous development of education for adults and children.

A study of Marx and Lenin produced a powerful effect on my mind and helped me to see history and current affairs in a new light. The long chain of history and of social development appeared to have some meaning, some sequence and the future lost some of its obscurity. The practical achievements of the Soviet Union were also tremendously impressive. Often I disliked or did not understand some development there and it seemed to me to be too closely concerned with the opportunism of the moment or the power politics of the day. But despite all these developments and possible distortions of the original passion for human betterment, I had no doubt that the Soviet Revolution bad advanced human society by a great leap and had lit a bright flame which could not be smothered, and that it had laid the foundation for the 'new civilisation' towards which the world would advance. I am too much of an individualist and believer in personal freedom to like overmuch regimentation. Yet it seemed to me obvious that in a complex social structure individual freedom had to be limited, and perhaps the only way to real personal freedom was through some such limitation in the social sphere. The lesser liberties may often need limitation in the interest of the larger freedom.

Stalinism in turn is not an abstraction of “dictatorship”, but an immense bureaucratic reaction against the proletarian dictatorship in a backward and isolated country. The October Revolution abolished privileges, waged war against social inequality, replaced the bureaucracy with self-government of the toilers, abolished secret diplomacy, strove to render all social relationship completely transparent. Stalinism reestablished the most offensive forms of privileges, imbued inequality with a provocative character, strangled mass self-activity under police absolutism, transformed administration into a monopoly of the Kremlin oligarchy and regenerated the fetishism of power in forms that absolute monarchy dared not dream of.

The aims and ideals of the Soviet revolution inspired the patriotic enthusiasm of millions of people in the 1930s, during World War II, and in the postwar reconstruction period. This explains the Soviet Union's great leap forward, the achievement of a high level of industrial capacity in a very short time, the transformation of the Soviet Union into a major power in terms of science and culture. The historic victory in the Great Patriotic War against Nazism, which was a surprise not only for Hitler but also for the Western democracies is also explained by what we have said above. All this is true. But the historical truth is also that the regime and the system abused the faith of the people in these high ideals, turning them to its own advantage. Rule by the people, equality, justice, and the promise of a happy future — all these ideas were utilized for the sake of maintaining and strengthening totalitarianism.

I have never visited Russia and my knowledge of it consists only of what can be learned by reading books and newspapers. Even if I had the power, I would not wish to interfere in Soviet domestic affairs: I would not condemn Stalin and his associates merely for their barbaric and undemocratic methods. It is quite possible that, even with the best intentions, they could not have acted otherwise under the conditions prevailing there. But on the other hand it was of the utmost importance to me that people in western Europe should see the Soviet regime for what it really was. Since 1930 I had seen little evidence that the USSR was progressing towards anything that one could truly call Socialism. On the contrary, I was struck by clear signs of its transformation into a hierarchical society, in which the rulers have no more reason to give up their power than any other ruling class. Moreover, the workers and intelligentsia in a country like England cannot understand that the USSR of today is altogether different from what it was in 1917. It is partly that they do not want to understand (i.e. they want to believe that, somewhere, a really Socialist country does actually exist), and partly that, being accustomed to comparative freedom and moderation in public life, totalitarianism is completely incomprehensible to them.

The triumph of socialism in the Soviet Union and the other socialist countries proves that it is entirely possible to realize it in one country or in a number of countries even in conditions of encirclement by world capitalism.

I do not believe that everything we did under Stalin was right. But the main thing we achieved gives us justifiable pride. Had we been conquered, we would have had to wait a long time for liberation.

Soviet reality was always a strange one: the factory is barely functioning, in the shops there is nothing to buy, old ladies cannot afford to heat their apartments, yet in the streets outside, banners proclaim the 'triumph of socialism' and the 'heroic achievements of the Soviet motherland.'

A particularly telling Milne moment came in 2006, when the Council of Europe’s parliamentary assembly voted to condemn "the massive human rights violations committed by totalitarian communist regimes". In the article he wrote in response, Milne admitted the USSR executed 799,455 people, then moved on.
"For all its brutalities and failures, communism in the Soviet Union, eastern Europe and elsewhere delivered rapid industrialisation, mass education, job security and huge advances in social and gender equality," he insisted.
Now, you can quibble with the facts. Focussing only on the USSR's executions ignores the millions it starved to death in Ukraine, or in the mass deportations from the Caucasus and Crimea, the way it used rape as a weapon, or that fact it invaded without provocation half a dozen countries. You can also question those "huge advances" considering the fact that life expectancy in the USSR peaked in 1962, then declined steadily as chronic alcoholism took hold.
