The lesser war here corresponds to the exoteric war, the bloody battle which is fought with material arms against the enemy, against the 'barbarian', against an inferior race over whom a superior right is claimed, or, finally, when the event is motivated by a religious justification, against the 'infidel'. No matter how terrible and tragic the events, no matter how huge the destruction, this war, metaphysically, still remains a 'lesser war'. The 'greater' or 'holy war' is, contrarily, of the interior and intangible order – it is the war which is fought against the enemy, the 'barbarian', the 'infidel', whom everyone bears in himself, or whom everyone can see arising in himself on every occasion that he tries to subject his whole being to a spiritual law.

All modern wars, even when their aims are the traditional ones, such as territorial aggrandizement or the acquisition of scarce resources, are cast as clashes of civilizations — culture wars — with each side claiming the high ground, and characterizing the other as barbaric. The enemy is invariably a threat to "our way of life," an infidel, a desecrator, a polluter, a defiler of higher or better values. The current war against the very real threat posed by militant Islamic fundamentalism is a particularly clear example.
We live in latter days. What's happening in Ukraine won't stay in Ukraine. A holy war is underway. We're fighting for the right of mankind to live in its original state, as designed by the Creator.

The dilemmas here are best illustrated by looking closely at pre-emptive war. It is a lesser evil because, according to our traditional understanding of war, the only justified resort to war is a response to actual aggression. But those standards are outdated. They were conceived for wars against states and their armies, not for wars against terrorists and suicide bombers. Against this kind of enemy, everyone can see that instead of waiting for terrorists to hit us, it makes sense to get our retaliation in first.
