The Communist Party is at the head of this struggle, exposing the treacherous policy of the Democratic-Liberal Party which at present holds an absolute majority in Parliament. The lower organisations of the Democratic-Liberal Party are forced to side with the people for they are afraid that otherwise they will be swept aside by the sweeping indignation of the people. As a result the big monopolists and their agents are being driven further into isolation.

All open-eyed and serious people saw the change but there were two groups in our country who did not—the Congress Socialists and the Forward Blocists (p. 40). We took time to discuss the new world situation. The result of our discussion and collective opinion was embodied in a resolution of the Politbureau of our Party and a booklet by P.C. Joshi, Forward to Freedom. We came to the conclusion that it was an entirely new situation, demanding a new Policy, new strategy. We said: ‘We are a practical party and in a new situation it is our task not only to evolve a new form of struggle for it, but also to advance new slogans appropriate to the new stage, suiting the new form of our national movement. The key slogan of our Party which guides all our practical political activity is : ‘Make the Indian people play a people’s role in a People’s War.’ The second feature in the new situation was the entry of a new Power in the war, a power of a new type, a People’s Power, the Soviet union. We saw the new prospect for humanity that opened through the Soviet entry into the war (Pp. 44-45).

The Communist Party of Chile has a historic opportunity today of having the political representation it deserves in congress. We are a party with a 100-year history, which has waged struggles through the perspective of workers, the pobladores and students. We have had and have earned a space in this country and our ideals also need to be reflected in the national congress.

Guided by Chairman Mao’s Marxist-Leninist line, our Party has steadily grown in strength. It has developed from small groups of a few dozen communists into a party with a membership of over 30 which now leads the People’s Republic of China, into a disciplined Party armed with the theory of Marxism-Leninism, using the method of self-criticism and closely linked with the masses of the people, and into a great, glorious and correct Marxist-Leninist Party.

The Communist Party of Japan calls, first of all, on the workers, peasants and intelligentsia and also on the small and medium manufacturers and other capitalists to take a most active part in the united national-liberation front and to fight resolutely under the banner of peace and democracy.

The Communist Party is the political party of the proletariat and has no interests of its own other than those of the emancipation of the proletariat. The final emancipation of the proletariat will also inevitably be the final emancipation of all mankind. Unless the proletariat emancipates all working people and all nations - unless it emancipates mankind as a whole - it cannot fully emancipate itself.

Chairman Mao says, "To lead the revolution to victory, a political party must depend on the correctness of its own political line and the solidity of its own organization." All the comrades of our Party must pay close attention to the question of line, persist in continuing the revolution under the dictatorship of the proletariat, strengthen our Party building and ensure that the Party's basic line for the historical period of socialism is carried through.

The People's War begins to sweep away the old order in order to inevitably destroy it. From the old, the new shall be born. And finally, like the pure glorious phoenix bird, Communism will arise for all time. We should unfurl optimism an overflow with enthusiasm, furthermore thinking that we serve to carry out a task that will last forevermore. We humans are mere fragments of time and heart beats, but our deeds will remain for centuries stamped on generation after generation. Men march inevitably towards their end, but humanity, the working class and their creations will never end.

When I speak here of our policy, I use the word without regard to anything immaterial and superficial, but in the sense which since the beginning of the party it has had for us in contrast to all other parties, – in the sense of the policy of the class struggle, which has very often changed in form, but in substance has remained the same, – our unique proletarian class policy, which separates us from all other political parties in the world of bourgeois society and excludes us from intercourse with them.

In China, it was the party of the Chinese proletariat, and not the party of the bourgeoisie or the petty-bourgeoisie, that first raised a clear-cut programme for fighting against imperialism and for national independence. Our Communist Party of China has always been the leader and organiser of the anti-imperialist national united front of the Chinese people. The scale of this national united front embraces workers, peasants, intellectuals, the petty-bourgeoisie, the national bourgeoisie and even the progressive gentry. This revolutionary national liberation movement is not in contradiction to proletarian internationalism, but it is entirely consistent with it. It constitutes an extremely integral part of the movement of proletarian internationalism, constituting its broadest direct ally. The victory of this national liberation movement is a great step forward along the path of the proletarian internationalist cause, for it gives great aid and impetus to the socialist revolution of the proletariat throughout the world.

For more than thirty years the Kurdistan Workers' Party (PKK) has been struggling for the legitimate rights of the Kurdish people. Our struggle, our fight for liberation turned the Kurdish question into an international issue which affected the entire Middle East into an international issue which affected the entire Middle East and brought a solution to the Kurdish question into reach.

The People’s War begins to sweep away the old order in order to inevitably destroy it. From the old, the new shall be born. And finally, like the pure and glorious phoenix bird, Communism will arise for all time.

With a view to the implementation of this general line, our Party's policy is on the one hand to strengthen dictator-ship over the enemy of the people, repress the counter-revolutionaries, maintain order and security; on the other, to develop democracy with regard to the people, put their democratic rights into effect in a correct fashion, gradually build and consolidate socialist legality, and create conditions for the people to participate in a concrete manner in the. management of the state.

A review of our party's seventy-plus-year history elicits an important conclusion. Our party earned the people's support during the historical periods of revolution, construction and reform because it always represented the requirements for developing China's advanced productive forces, the orientation of China's advanced culture and the fundamental interests of the overwhelming majority of the Chinese people. The party also earned popular support because it fought tirelessly to realize the fundamental interests of the country and the people by formulating a correct line, principles and policies. Today, humanity once again stands at the beginning of a new century and a new millennium. How our party can better effectuate the Three Represents under the new historical conditions is a major issue all Party comrades, especially high-ranking party cadres, must consider deeply.
