What can go wrong will go wrong, because political objectives are so narrowly defined. Without a great breadth of elasticity, a system has countless ways in which to crash and burn, since only one pathway has been designated, by legislated or dictated law, as the correct flight plan. It takes no great statistician to figure out the low probability of an errant political objective landing successfully in one precise landing spot. With so many possible routes in which to fail, government programs seem to boomerang every which way.
This book can be read as an argument that social democracy is not enough and we can establish something better than social democracy. The explanatory ideas of False Necessity provide an understanding of society that presents the institutional arrangements on which the social democrat relies as the relatively contingent and revisable outcome of a particular sequence of practical and imaginative conflicts. More generally, these explanatory arguments support a view of social reality within which the rejection of social democracy seems reasonable. The programmatic ideas propose an alternative to social democracy that realizes more fully the ideals that the social democrat can only imperfectly achieve and radically redefines these ideals in the course of realizing them.
If pretended revelations have caused wars where they were opposed, and slavery where they were received, the pretended wise inventions of politicians have done the same. But the slavery has been much heavier, the wars far more bloody, and both more universal by many degrees. Show me an absurdity in religion, and I will undertake to show you an hundred for one in political laws and institutions. 'If you say, that natural religion is a sufficient guide without the foreign aid of revelation, on what principle should political laws become necessary? Is not the same reason available in theology and in politics? If the laws of nature are the laws of God, is it consistent with the Divine wisdom to prescribe rules to us, and leave the enforcement of them to the folly of human institutions? Will you follow truth but to a certain point?
So it happens in political affairs; if the motions of rulers be constantly opposite and cross to the tempers and inclination of the people, they will be resented as arbitrary and harsh; as, on the other side, too much deference, or encouragement, as too often it has been, to popular faults and errors, is full of danger and ruinous consequences.
