'Party,' in the general vocabulary of world intellectuals, is basically a unified social organization with a 'world-view,' an 'Ideology,' a 'philosophy of history,' and 'ideal social order,' a 'class foundation,' a 'class orientation,' a 'social leadership,' a 'political philosophy,' a 'political orientation,' a 'tradition,' a 'slogan,' a 'strategy,' a "tactic of struggle," and … a "hope" that wants to change the "status quo" in man, society, people, or a particular class, and establish the "desired status" in its stead.

Party is a body of men united for promoting by their joint endeavours the national interest, upon some particular principle in which they are all agreed. For my part, I find it impossible to conceive that any one believes in his own politics, or thinks them to be of any weight, who refuses to adopt the means of having them reduced into practice. It is the business of the speculative philosopher to mark the proper ends of Government. It is the business of the politician, who is the philosopher in action, to find out proper means towards those ends, and to employ them with effect. Therefore, every honourable connection will avow it as their first purpose to pursue every just method to put the men who hold their opinions into such a condition as may enable them to carry their common plans into execution, with all the power and authority of the State.

The Party is the highest form of organisation of the proletariat. The Party is the principle guiding force within the class of the proletarians and among the organisations of that class. But it does not by any means follow from this that the Party can be regarded as an end in itself, as a self-sufficient force. The Party is not only the highest form of class association of the proletarians; it is at the same time an instrument in the hands of the proletariat for achieving the dictatorship, when that has not yet been achieved and for consolidating and expanding the dictatorship when it has already been achieved. The Party could not have risen so high in importance and could not have exerted its influence over all other forms of organisations of the proletariat, if the latter had not been confronted with the question of power, if the conditions of imperialism, the inevitability of wars, and the existence of a crisis had not yet demanded the concentration of all the forces of the proletariat at one point, the gathering of all the threads of the revolutionary movement in one spot in order to overthrow the bourgeoisie and to achieve the dictatorship of the proletariat. The proletariat needs the Party first of all as its General Staff, which it must have for the successful seizure of power. It scarcely needs proof that without a party capable of rallying around itself the mass organisations of the proletariat, and of centralising the leadership of the entire movement during the progress of the struggle , the proletariat in Russia could not have established its revolutionary dictatorship.

A political party now exists primarily as an apparatus for selecting candidates and getting them elected to office.

This volume is an analysis of the American party system, an account of the structure, processes and significance of the political party, designed to show as clearly as possible within compact limits what the function of the political party is in the community. My purpose is to make this, as far as possible, an objective study of the organization and behavior of our political parties. It is hoped that this volume may serve as an introduction to students and others who wish to find a concise account of the party system; and also that it may serve to stimulate more intensive study of the important features and processes of the party. From time to time in the course of this discussion significant fields of inquiry have been indicated where it is believed that research would bear rich fruit. In the light of broader statistical information than we now have and with the aid of a thorough-going social and political psychology than we now have, it will be possible in the future to make much more exhaustive and conclusive studies of political parties than we are able to do at present. The objective, detailed study of political behavior will unquestionably enlarge our knowledge of the system of social and political control under which we now operate. But such inquiries will call for funds and personnel not now available to me.

And here I would note the great benefit of party distinctions in saving the people at large the trouble of thinking. Hesiod divides mankind into three classes — those who think for themselves, those who think as others think, and those who do not think at all. The second class comprises the great mass of society; for most people require a set creed and a file-leader. Hence the origin of party, which means a large body of people, some few of whom think, and all the rest talk. The former take the lead and discipline the latter, prescribing what they must say, what they must approve, what they must hoot at, whom they must support, but, above all, whom they must hate; for no one can be a right good partisan who is not a thoroughgoing hater.

Some people have come to me and said: "O leader, we wish you would form a party, thus saving us from these parties and groupings. My answer was that we are in a period of transition and that my party is the entire people, and I belong to the party of the people. All of us are the party of God, party of right and justice.

Most of the organizational problems of the parties are unique. The party system is by a wide margin the largest mobilization of people in the country. The parties lack many of the qualities of smaller organizations, but they have one overwhelming asset of their own. They are the only organizations that can win elections.

Party politics in modern democratic society means pandering to a wide variety of different groups and sympathizing with their often quite base motives, such as revenge, power, booty, and spoils, to maintain the necessary level of support.

Socialism has to be built in accordance with general principles. Hence the leading role of the party in the society: the party is the vanguard of the working class, the exponent of its vital interests. Many difficulties are known to have existed in the history of the revolution. For example, after the Great October Revolution, the Mensheviks said they would build a new society without Bolsheviks. The facts have shown, however, that only the Communist party is in a position to build a new society essentially different from the other societies.

A party should not contain utterly incongruous elements, radically divided on the real issues, and acting together only on false and dead issues insincerely painted as real and vital. It should not in the several States as well as in the Nation be prostituted to the service of the baser type of political boss. It should be so composed that there should be a reasonable agreement in the actions taken by it both in the Nation and in the several States. Judged by these standards, both of the old parties break down.

The party's leadership role is recognition of the revolutionary struggle of the party over half a decade. The party is the vanguard for the working class. What is in the Constitution is the burning desire and aspiration of all the people of Vietnam. So for the moment, we don't think about opposition parties.

Now I will tell you the answer to my question. It is this. The Party seeks power entirely for its own sake. We are not interested in the good of others; we are interested solely in power, pure power. What pure power means you will understand presently. We are different from the oligarchies of the past in that we know what we are doing. All the others, even those who resembled ourselves, were cowards and hypocrites. The German Nazis and the Russian Communists came very close to us in their methods, but they never had the courage to recognize their own motives. They pretended, perhaps they even believed, that they had seized power unwillingly and for a limited time, and that just around the corner there lay a paradise where human beings would be free and equal. We are not like that. We know that no one ever seizes power with the intention of relinquishing it. Power is not a means; it is an end. One does not establish a dictatorship in order to safeguard a revolution; one makes the revolution in order to establish the dictatorship. The object of persecution is persecution. The object of torture is torture. The object of power is power. Now you begin to understand me.

Revolution is a very difficult task. It is beyond the power of any man to make a revolution. Neither can it be brought about on any appointed date. It is brought about by special environments, social and economic. The function of an organized party is to utilise an such opportunity offered by these circumstances.
