The dilemmas here are best illustrated by looking closely at pre-emptive war. It is a lesser evil because, according to our traditional understanding of war, the only justified resort to war is a response to actual aggression. But those standards are outdated. They were conceived for wars against states and their armies, not for wars against terrorists and suicide bombers. Against this kind of enemy, everyone can see that instead of waiting for terrorists to hit us, it makes sense to get our retaliation in first.

So man's proneness to engage in war is still a fact. But wisdom born of experience should tell us that war is obsolete. There may have been a time when war served as a negative good by preventing the spread and growth of an evil force, but the destructive power of modern weapons eliminated even the possibility that war may serve as a negative good. If we assume that life is worth living and that man has a right to survive, then we must find an alternative to war. In a day when vehicles hurtle through outer space and guided ballistic missiles carve highways of death through the stratosphere, no nation can claim victory in war. A so-called limited war will leave little more than a calamitous legacy of human suffering, political turmoil, and spiritual disillusionment. A world war — God forbid! — will leave only smoldering ashes as a mute testimony of a human race whose folly led inexorably to ultimate death. So if modern man continues to flirt unhesitatingly with war, he will transform his earthly habitat into an inferno such as even the mind of Dante could not imagine.

It is strange that people should talk so much about ending all war at a time when the ravages it causes are greater than they have ever been, not only because the means of destruction have been multiplied, but also because, as wars are no longer fought between comparatively small armies composed solely of professional soldiers, all the individuals on both sides are flung against each other indiscriminately, including those who are the least qualified for this kind of function. Here again is a striking example of modern confusion, and it is truly portentous, for those who care to reflect upon it, that a 'mass uprising' or a 'general mobilization' should have come to be considered quite natural, and that with very few exceptions the minds of all should have accepted the idea of an 'armed nation'. In this also can be seen an outcome of the belief in the power of numbers alone: it is in keeping with the quantitative character of modern civilization to set in motion enormous masses of combatants; and at the same time, egalitarianism also finds its expression here, as well as in systems such as 'compulsory education' and 'universal suffrage'.

Not surprisingly, the Serbs are presenting themselves as the victims. (Clinton equals Hitler, etc.) But it is grotesque to equate the casualties inflicted by the NATO bombing with the mayhem inflicted on hundreds of thousands of people in the last eight years by the Serb programs of ethnic cleansing. Not all violence is equally reprehensible; not all wars are equally unjust. No forceful response to the violence of a state against peoples who are nominally its own citizens? (Which is what most "wars" are today. Not wars between states.) The principal instances of mass violence in the world today are those committed by governments within their own legally recognized borders. Can we really say there is no response to this? Is it acceptable that such slaughters be dismissed as civil wars, also known as "age-old ethnic hatreds." (After all, anti-Semitism was an old tradition in Europe; indeed, a good deal older than ancient Balkan hatreds. Would this have justified letting Hitler kill all the Jews on German territory?) Is it true that war never solved anything? (Ask a black American if he or she thinks our Civil War didn't solve anything.) War is not simply a mistake, a failure to communicate. There is radical evil in the world, which is why there are just wars.

Modern wars are seldom fought without hatred between nations; this serves more or less as a substitute for hatred between individuals.

The term "just war" contains an internal contradiction. War is inherently unjust, and the great challenge of our time is how to deal with evil, tyranny, and oppression without killing huge numbers of people.
