Responsibility is a unique concept... You may share it with others, but your portion is not diminished. You may delegate it, but it is still with you... If responsibility is rightfully yours, no evasion, or ignorance or passing the blame can shift the burden to someone else. Unless you can point your finger at the man who is responsible when something goes wrong, then you have never had anyone really responsible.
I have often reflected that General Abrams, who had worked so hard to make the South Vietnamese armed forces capable of defending their country, at least had been spared the agony of seeing the death of the Republic of Vietnam. Westmoreland, on the other hand, was not spared that trauma, but seems over the years since the war to have become a national scapegoat, blamed for everything that went wrong in Vietnam, large or small, regardless of whether he had even a remote connection with the matter. It is a singularly fair and unsupported judgement. Many scores of senior American officials, civilian and military, including the author, contributed to our Vietnam mistakes, most of which have been so judged in hindsight. The real "blame", of course, must be laid squarely on the Hanoi regime and the North Vietnamese people, who demonstrated to the world that they had the will to prevail. Although it is a small comfort to Westmoreland, history is replete with the examples of one native son's being singled out, rightly or wrongly, as the person responsible for a national disaster.
The misleading character of the accident theory is evident from the fact that even now the “error” involved from the standpoint of U.S. policy-makers and American leaders generally is neither one of purpose nor method – it is strictly a case of unexpectedly large expense. For the U.S. leadership, in other words, Vietnam is simply another, painfully large “cost over-run.” In terms of basic U.S. objectives and methods employed, in the Third World – essentially establishment of reliable client states, increasingly managed by military elites, with generous financial and military support (arms, advisors, Green Berets, and more extensive military intervention when junta control is threatened, as in Santo Domingo) – Vietnam is a facet of a completely rational policy. The policy may be vicious and catastrophic, from the perspective of the Vietnamese; and it may be a sordid and disruptive waste of human and material resources from the standpoint of the real interests of the ordinary American; but to the Rostows, Westmorelands and Nixons, the Vietnam War is a noble endeavor (“one of our finest moments”) that we cannot afford to abandon without achieving our original ends. The evidence is compelling that this leadership is entirely capable of destroying every village in Vietnam (and in the process, every Vietnamese) if this is required to attain the original political objectives.
All agree that, the first responsibility for the alleviation of poverty and distress and for the care of the victims of the depression rests upon the locality — its individuals, organizations and Government. It rests, first of all, perhaps, upon the private agencies of philanthropy, secondly, other social organizations, and last, but not least, the Church. Yet all agree that to leave to the locality the entire responsibility would result in placing the heaviest burden in most cases upon those who are the least able to bear it. In other words, the communities that have the most difficult problem, like Detroit, would be the communities that would have to bear the heaviest of the burdens. This book looks at the Vietnam War from the perspective of a senior military professional who held important positions of responsibility during the conflict. Among other things, I will seek to bring out the lessons we have learned or should have learned from the war, and their implications for the future. The severe impact of the war on our armed forces and its almost disastrous effect on the U.S. Army will receive special treatment.
