When external and internal forces hostile to the development of socialism try to turn the development of a given socialist country in the direction of the restoration of the capitalist system, when a threat arises to the cause of socialism in that country … this is no longer merely a problem for that country's people, but a common problem, the concern of all socialist countries.

Corruption is an ulcer in the economic and political life of human society.It threatens national stability, undermines social justice and severely endangers social tranquility and sustainable development.State resources are eroded and economic development is disrupted when and where the flight of proceeds of corruption occurs.Corruption has become a cross-boundary problem affecting the political, economic and social life of every country in the world.It can only be effectively contained and punished through adequate and comprehensive international cooperation.

Planning is to be based on the democratic approach and method. There should, therefore, be definite place for voluntary effort...a substantial advance should be made towards solving the problems of unemployment. At the same a large increase is the supply of consumer goods should be secured through cottage and small scale industries...The Socialist pattern implies a large and growing public sector in the national economy...And economy based on the socialistic pattern does not preclude the existence of a private sector, particularly in agriculture and small scale industries...In the public and private sectors alike, the relations of workers to management should be such as would give to them a distinctive role and a share in the making of decisions affecting the enterprise...In any case, a series of measures will have to be adopted to eliminate speculative and unearned gains...Special attention will have to be given to the elimination of conspicuous consumption...

freedom that socialism economic violates incentive, destroys, muffles innovation and entrepreneurship, and innovation undermines meritocracy.

In my opinion, nothing has contributed so much to the corruption of the original idea of socialism as the belief that Russia is a socialist country and that every act of its rulers must be excused, if not imitated. And so for the last ten years, I have been convinced that the destruction of the Soviet myth was essential if we wanted a revival of the socialist movement.

It seems to us, indeed, that the real danger of socialism is that of a bureaucratization of economic life, and not the impossibility of coping with the problem of allocation of resources. Unfortunately, we do not see how the same, or even greater, danger can be averted under monopolistic capitalism. Officials subject to democratic control seem preferable to private corporation executives who practically are responsible to nobody.

Corruption is the enemy of the country and development. We should join our efforts to combat corruption. The residents, as main partners, should report it in different ways, and there is an approach to ensure the protection of the whistle-blowers. We should tackle corruption, and punish its culprits,

Corruption is the enemy of development. It must be got rid of. Both the government and the people at large must come together to achieve this national objective. You have always shown an ability to understand events happening around you; expressed your views and I am sure you will not fail in building a strong, progressive, cohesive and corruption-free India. These are totally unacceptable and must be opposed by one and all. The government, social organizations, NGOs and other voluntary bodies all have to work collectively. Therefore, their issues received my constant attention during my Presidency. Women have talent and intelligence but due to social constraints and prejudices, it is still a long distance away from the goal of gender equality. A paradigm shift, where, in addition to, physical inputs for farming, a focused emphasis placed on knowledge inputs, can be a promising way forward. This knowledge-based approach will bring immense returns particularly in rainfed and dryland farming areas. I believe economic growth should translate into the happiness and progress of all. Alongwith it, there should be development of art and culture, literature and education, science and technology. We have to see how to harness the many resources of India for achieving common good and for inclusive growth.

Because corruption holds back every aspect of economic and civil life. It’s an anchor that weighs you down and prevents you from achieving what you could. If you need to pay a bribe and hire somebody’s brother -- who’s not very good and doesn’t come to work -- in order to start a business, well, that’s going to create less jobs for everybody. If electricity is going to one neighborhood because they’re well-connected, and not another neighborhood, that’s going to limit development of the country as a whole. If someone in public office is taking a cut that they don't deserve, that’s taking away from those who are paying their fair share. So this is not just about changing one law -- although it's important to have laws on the books that are actually being enforced. It’s important that not only low-level corruption is punished, but folks at the top, if they are taking from the people, that has to be addressed as well. But it's not something that is just fixed by laws, or that any one person can fix. It requires a commitment by the entire nation -- leaders and citizens -- to change habits and to change culture. [...] People who break the law and violate the public trust need to be prosecuted. NGOs have to be allowed to operate who shine a spotlight on what needs to change. And ordinary people have to stand up and say, enough is enough.

One of the necessary accompaniments of capitalism in a democracy is political corruption.

[C]apitalism’s... virtue... property rights protection and competition... are... weak in socialist systems...

Corruption is a hidden tax that discourages foreign investment, distorts markets, undermines merit and tramples on citizenship.

Communist propagandists have long maintained that capitalism is the breeding ground of corruption. One would, therefore, expect to find in the communist orbit a ‘new man’ who has no appetite for the decadent bourgeois habits of the West. But fact as distinguished from myth reveals that corrupt practices abound in the communist nations.

Of course, my socialist colleagues and I weren’t out to hurt anyone – quite the reverse. We were out to improve things – but we were going to start with other people. I came to see the temptation in this logic, the obvious flaw, the danger – but could also see that it did not exclusively characterize socialism. Anyone who was out to change the world by changing others was to be regarded with suspicion. The temptations of such a position were too great to be resisted.
