Egalitarian States tend to be despotic, and when the passion for justice becomes a frenzy that moves whole multitudes, it will lead to extreme injustice.

When equality is treated not as a medicine or a safety-gadget, but as an ideal, we begin to breed that stunted and envious sort of mind which hates all superiority. That mind is the special disease of democracy, as cruelty and servility are the special diseases of privileged societies. It will kill us all if it grows unchecked. The man who cannot conceive a joyful and loyal obedience on the one hand, nor an unembarrassed and noble acceptance of that obedience on the other — the man who has never even wanted to kneel or to bow — is a prosaic barbarian. But it would be wicked folly to restore these old inequalities on the legal or external plane. Their proper place is elsewhere.

To say that all over the world social democracy is not just a political lobby voicing the aspirations and grievances of workers, of underdogs and the oppressed, but an idea of a better human community as well is neither controversial nor very enlightening. It requires the commitment to a number of basic values — freedom, equal opportunity, a human-oriented and publicly supervised economy — and it demands hard knowledge and rational calculation, as we need to be aware of, and to investigate as deeply as possible, the historical and economic conditions in which these values are to be implemented. It has an obstinate will to erode by inches the conditions which produce avoidable suffering, oppression, hunger, wars, racial and national hatred, insatiable greed and vindictive envy, yet it is aware of the narrow limits within which this struggle is being waged, limits imposed by the natural framework of human existence, by innumerable historical accidents, and by various forces that have shaped for centuries today's social institutions.

In Germany to-day one hears a good deal concerning Socialism, but it is a Socialism that would only be despotism under another name. Individualism makes no appeal to the German voter. He is willing, nay, anxious to be controlled and regulated in all things.

There is a great deal of Prussianism in German Socialism. My impression has been that that explains why German Socialists are so disciplined.

The old deluded faith in the parliamentary activity as the road to redemption, which has so long doomed the German working class, and which, after long and painful experiences, finally began to lose its old halo among the broad circles of the working class, has been strengthened anew by women’s suffrage. All the bitter experiences and disappointments of the past will have to be made again, until finally the female half of the people has convinced itself of the uselessness and harmfulness of parliamentarism for the cause of proletarian liberation. And it is precisely for this reason that our work is of double and triple importance.

Germany has said that British democracy is degenerate. Well, I for one was never more proud of British democracy than when Professor Freud, that great scientist, aged and infirm, became an exile from his country and was welcomed within our shores. There was taken to him as an invalid the register of the Royal Society in order that he might inscribe his name therein, an act which I believe has never been carried through in this country except for members of our Royal Family; and thus degenerate democracy linked an exiled and distinguished Jewish scientist with members of our own Royal Family. That seemed to me a cause of pride, and not a sign of degeneracy.

Even in Scandinavia, where social democratic institutions were far more culturally ingrained, membership of the EU—or even just participation in the World Trade Organization and other international agencies—appeared to constrain locally-initiated legislation. In short, social democracy seemed doomed by that same internationalization which its early theorists had so enthusiastically adumbrated as the future of capitalism.
From this perspective, social democracy—like liberalism—was a byproduct of the rise of the European nation-state: a political idea keyed to the social challenges of industrialization in developed societies. Not only was there no ‘socialism’ in America, but social democracy as a working compromise between radical goals and liberal traditions lacked widespread support in any other continent. There was no shortage of enthusiasm for revolutionary socialism in much of the non-Western world, but the distinctively European compromise did not export well.
