A conquered population is schooled in nonviolence through its relationship with a power structure that has claimed a monopoly on the right to use violence. It is the acceptance, by the disempowered, of the statist belief that the masses must be stripped of their natural abilities for direct action, including the propensities for self-defense and the use of force, or they will descend into chaos, into a cycle of violence, into hurting and oppressing one another. Thus is government safety, and slavery freedom. Only a people trained to accept being ruled by a violent power structure can really question someone’s right and need to forcefully defend herself against oppression.

We are all forced to participate in a society that is held together by structural violence, and rewarded for our participation with various privileges, though these privileges are spread unevenly across society. Given that those who use some form of visible, antisocial violence are often the least likely to enjoy the privileges of structural violence, there is no feasible way to determine who is violent and who is not.

Power kills, absolute Power kills absolutely. This new Power Principle is the message emerging from my previous work on the causes of war and this book on genocide and government mass murder—what I call democide—in this century. The more power a government has, the more it can act arbitrarily according to the whims and desires of the elite, the more it will make war on others and murder its foreign and domestic subjects.

In a head-on clash between violence and power, the outcome is hardly in doubt. Nowhere is the self-defeating factor in the victory of violence over power more evident than in the use of terror to maintain domination, about whose weird successes and eventual failures we know perhaps more than any generation before us. Violence can destroy power; it is utterly incapable of creating it.

This Power Elite directly employs several millions of the country´s working force in its factories, offices and stores, controls many millions more by lending them the money to buy its products, and, through its ownership of the media of mass communication, influences the thoughts, the feelings and the actions of virtually everybody. To parody the words of W. Churchill, never have so many been manipulated so much by few.

Democracy don't rule the world; you'd better get that in your head. This world is ruled by violence.

But let’s look at the real world and set who is causing all this violence and repression of human rights. The wholesale murder by standing armies in World Wars I and II, the pillage and tape of former colonial counties, military invasions or so-called “police operations” in Korea and Vietnam — all of these have been done by governments. It is government and state/class rule, which is the source of all violence. This includes all governments. The so-called “Communist” world is not communist and the “Free” world is not free. East and West, Capitalism, private or state remains an inhuman type of society where the vast majority is bossed at work, at home, and in the community. Propaganda (news and literary), policemen and soldiers, prisons and schools, traditional values and morality all serve to reinforce the power of the few and to convince or correct the many into passive acceptance of a brutal degrading and irrational system. This is what Anarchists mean by authority being oppression, and it is just such authoritarian rule which is at work in the United States of America, as well as the “Communist” governments of China or Cuba.

Well, if you want to understand the way any society works, ours or any other, the first place to look is who is in a position to make the decisions that determine the way the society functions. Societies differ, but in ours, the major decisions over what happens in the society — decisions over investment and production and distribution and so on — are in the hands of a relatively concentrated network of major corporations and conglomerates and investment firms. They are also the ones who staff the major executive positions in the government. They’re the ones who own the media and they’re the ones who have to be in a position to make the decisions. They have an overwhelmingly dominant role in the way life happens. You know, what’s done in the society. Within the economic system, by law and in principle, they dominate. The control over resources and the need to satisfy their interests imposes very sharp constraints on the political system and on the ideological system.

Given the extensive involvement of state violence in the process by which the corporate elite not only achieved its wealth in the past but continues to maintain and augment it in the present, it is clear that the massive inequalities of wealth that characterise present-day “capitalist” society are radically inconsistent with any approach to justice in holdings that is even remotely Nozickian.

The economic and political power—and therefore police and military force—at the disposal of the owning class is almost illimitable, and is wielded with a ruthless determination to maintain privilege, prestige, and power.

The cycle of violence will continue far into the new millennium. Hopes for peace will probably not be realized, because the great that shape the international system fear each other and compete for power as a result. Indeed, their ultimate aim is to gain a position of dominant power over others, because having dominant power is the best means to ensure one's own survival.

Waiting for power to move to its inevitable collapse is suicidal for all concerned. Blacks and other Third World peoples have the very imminent prospect of genocidal tactics to contend with, and we can now all see that the modern industrial state, motivated by exclusive groups of capitalist masters, cannot regulate itself to make possible an inclusive production and distribution of goods, or production without a massive waste of resources and destruction of all that stands about. The debate ends, the action begins. It is not question of the necessity of violence, but of how to organize it.

The main problem in the world is that power, and wealth is in the hands of a few elite.
