The Republic is the organization by which, all opinions and all activities remaining free, the People, by the very divergence of opinions and of wills, thinks and acts as a single man. In the Republic every citizen, in doing what he wishes and nothing but what he wishes, participates directly in legislation and government, just as he participates in the production and circulation of wealth. There every citizen is king; for he has plenary power, he reigns and governs. The Republic is a positive anarchy. It is neither liberty subjected to order, as in the constitutional monarchy, nor liberty imprisoned in order, as the provisional government would have it. It is liberty delivered from all its hobbles, superstition, prejudice, sophism, speculation, authority; it is mutual liberty, not self-limiting liberty; liberty, not the daughter but the MOTHER of order.

[M]en must be governed by those laws which they love. Where thirty millions are to be governed by a few thousand men, the government must be established by consent, and must be congenial to the feelings and to the habits of the people. That which creates tyranny is the imposition of a form of government contrary to the will of the governed: and even a free and equal plan of government, would be considered as despotic by those who desired to have their old laws and their ancient system.

True republicanism is the sovereignty of the people. There are natural and imprescriptible rights which an entire nation has no right to violate, just as national sovereignty is above the secondary agreements of the government.

In this statement, my Scipio, I build on your own admirable definition, that there can be no community, properly so called, unless it be regulated by a combination of rights. And by this definition it appears that a multitude of men may be just as tyrannical as a single despot and indeed this is the most odious of all tyrannies, since no monster can be more barbarous than the mob, which assumes the name and mask of the people.

Finally, we must keep ever in mind that a republic such as ours can exist only by virtue of the orderly liberty which comes through the equal domination of the law over all men alike, and through its administration in such resolute and fearless fashion as shall teach all that no man is above it and no man below it.

Politics doesn't interest me, but as a good citizen I feel free to express my opinions and to censure the government. Democracy, which is so loudly proclaimed by the deluded is an absurdity in our countries, flooded as they are with vices and with their citizens lacking all sense of civic virtue, the prerequisite to establishing a real Republic. But monarchy is not the American ideal either; if we get out of one terrible government just to jump headlong into another, what will we have gained? The Republican system is the one which we must adopt, but do you know how I interpret it for our countries? A strong central government whose representatives will be men of true virtue and patriotism, and who thus can direct the citizens along the path of order and progress.

How can a republic be the best form of government if the universe, heaven and hell are all a monarchy?

The several species of government vie with each other in the absurdity of their constitutions, and the oppression which they make their subjects endure. Take them under what form you please, they are in effect but a despotism, and they fall, both in effect and appearance too, after a very short period, into that cruel and detestable species of tyranny; which I rather call it, because we have been educated under another form, than that this is of worse consequences to mankind. For the free governments, for the point of their space, and the moment of their duration, have felt more confusion, and committed more flagrant acts of tyranny, than the most perfect despotic governments which we have ever known. Turn your eye next to the labyrinth of the law, and the iniquity conceived in its intricate recesses. Consider the ravages committed in the bowels of all commonwealths by ambition, by avarice, envy, fraud, open injustice, and pretended friendship; vices which could draw little support from a state of nature, but which blossom and flourish in the rankness of political society. Revolve our whole discourse; add to it all those reflections which your own good understanding shall suggest, and make a strenuous effort beyond the reach of vulgar philosophy, to confess that the cause of artificial society is more defenceless even than that of artificial religion; that it is as derogatory from the honour of the Creator, as subversive of human reason, and productive of infinitely more mischief to the human race.

A republic, if you can keep it.

Citizenship is what makes a republic; monarchies can get along without it. What keeps a republic on its legs is good citizenship.

We are now forming a republican government. Real liberty is neither found in despotism or the extremes of democracy, but in moderate governments. Those who mean to form a solid republican government, ought to proceed to the confinges of another government. As long as offices are open to all men, and no constitutional rank is established, it is pure republicanism. But if we incline too much to democracy, we shall soon shoot into a monarchy.

Let me tell you a story: Once there was a republic. It had its constitution, its laws, its freedoms, a president, a congress and courts of law. Everyone could assemble, associate, speak and write with complete freedom.
