The irony of scientific progress is that in solving human problems it creates problems that are not humanly soluble. Science has given humans a kind of power over the natural world achieved by no other animal. It has not given humans the ability to remodel the planet according to their wishes. The Earth is not a clock that can be wound up and stopped at will. A living system, the planet will surely rebalance itself. It will do so, however, without any regard for humans.
Mankind, ever since there have been civilized communities have been confronted with problems of two different kinds. On the one hand there has been the problem of mastering natural forces, of acquiring the knowledge and the skill required to produce tools and weapons and to encourage Nature in the production of useful animals and plants. This problem, in the modern world, is dealt with by science and scientific technique, and experience has shown that in order to deal with it adequately it is necessary to train a large number of rather narrow specialists. But there is a second problem, less precise, and by some mistakenly regarded as unimportant – I mean the problem of how best to utilize our command over the forces of nature. This includes such burning issues as democracy versus dictatorship, capitalism versus socialism, international government versus international anarchy, free speculation versus authoritarian dogma. On such issues the laboratory can give no decisive guidance. The kind of knowledge that gives most help in solving such problems is a wide survey of human life, in the past as well as in the present, and an appreciation of the sources of misery or contentment as they appear in history.

Science and technology have a simple and persuasive message: the world's problems are soluble by ingenuity and material innovations; the world's riddles, such as the origins of the universe, can be unravelled by the scientific mind. But while science's achievements have been remarkable, they have not been revolutionary in probing human nature. In some ways the measurable problems analysed by science and technology are more easily dissected than human problems. The moon is more easily explored than the typical mind and heart.
Science is as yet in its infancy, and we can foretell little of the future save that the thing that has not been is the thing that shall be; that no beliefs, no values, no institutions are safe. So far from being an isolated phenomenon the late war is only an example of the disruptive result that we may constantly expect from the progress of science. The future will be no primrose path. It will have its own problems. Some will be the secular problems of the past, giant flowers of evil blossoming at last to their own destruction. Others will be wholly new. Whether in the end man will survive his ascensions of power we cannot tell. But the problem is no new one. It is the old paradox of freedom re-enacted with mankind for actor and the earth for stage...But it is only hopeful if mankind can adjust its morality to its powers.
All this attempt to control... We are talking about Western attitudes that are five hundred years old... The basic idea of science - that there was a new way to look at reality, that it was objective, that it did not depend on your beliefs or your nationality, that it was rational - that idea was fresh and exciting back then. It offered promise and hope for the future, and it swept away the old medieval system, which was hundreds of years old. The medieval world of feudal politics and religious dogma and hateful superstitions fell before science. But, in truth, this was because the medieval world didn't really work any more. It didn't work economically, it didn't work intellectually, and it didn't fit the new world that was emerging... But now... science is the belief system that is hundreds of years old. At the same time, the great intellectual justification of science has vanished. Ever since Newton and Descartes, science has explicitly offered us the vision of total control. Science has claimed the power to eventually control everything, through its understanding of natural laws. But in the twentieth century, that claim has been shattered beyond repair. First, Heisenberg's uncertainty principle set limits on what we could know about the subatomic world. Oh well, we say. None of us lives in a subatomic world. Only chance to make the world a success for humanity lies in technology, grand possibility technology provides to do more with less, and indiscriminately for everyone. Return to nature as nature pre-technologically was, attractive and possible as it still in some places is, can only work for some of us.
