I take the only broad and only safe line—namely, that what we ought to uphold is, the preponderance of the landed interest; that the preponderance of the landed interest has made England; that it is an immense element of political power and stability; that we should never have been able to undertake the great war in which we embarked in the memory of many present—that we could never have been able to conquer the greatest military genius the world ever saw, with the greatest means at his disposal, and to hurl him from his throne, if we had not had a territorial aristocracy to give stability to our constitution.

Belonging to the Whig party, the aim of that party has always been my aim — 'The cause of civil and religious liberty all over the world.' I have endeavoured, in the words of Lord Grey, to promote that cause without endangering the prerogatives of the Crown, the privileges of the two Houses of Parliament, or the rights and liberties of the people. According to my view, the Tory party cared little for the cause of civil and religious liberty, and the Radical party were not solicitous to preserve those parts of the Constitution which did not suit their speculative and theoretical opinions. To hold a middle way, to observe the precept of Dædalus and to avoid the fate of Icarus, is at all times difficult and in certain junctures perilous.

There was no serious Communist Party in Britain, and no serious fascist party either and the principle reason for this is that both were consistently defeated by Labour who maintained working class loyalty precisely because it was not an ideal or a set of principles, but an organisation that upheld the dignity of work and of working people and insisted that they had a constructive role to play in the governance of the country. Labour did not flirt with the popular front or the unity of progressive forces. It pursued a common good which included labour as an interest and as a source of value.

Here I may quote from May's Constitutional History: 'In some of the corporate towns, the inhabitants paying scot and lot, and freemen, were admitted to vote; in some, the freemen only; and in many, none but the governing body of the corporation. At Buckingham and at Bewdley the right of election was confined to the bailiff and twelve burgesses; at Bath, to the mayor, ten aldermen, and twenty-four common-councilmen; at Salisbury, to the mayor and corporation, consisting of fifty-six persons. And where more popular rights of election were acknowledged, there were often very few inhabitants to exercise them. Gatton enjoyed a liberal franchise. All freeholders and inhabitants paying scot and lot were entitled to vote, but they only amounted to seven. At Tavistock all freeholders rejoiced in the franchise, but there were only ten. At St. Michael all inhabitants paying scot and lot were electors, but there were only seven. In 1793 the Society of the Friends of the People were prepared to prove that in England and Wales seventy members were returned by thirty-five places in which there were scarcely any electors at all; that ninety members were returned by forty-six places with less than fifty electors; and thirty-seven members by nineteen places having not more than one hundred electors. Such places were returning members, while Leeds, Birmingham, and Manchester were unrepresented; and the members whom they sent to Parliament were the nominees of peers and other wealthy patrons.
