The heirs of the French, English, and American revolutions had partly believed in their own phrases about the rights of man, freedom of speech, equality before the law, and the like, and have even allowed their conduct to be influenced by them to some extent. But by the fourth decade of the twentieth century all the main currents of political thought were authoritarian. The earthly paradise had been discredited at exactly the moment when it became realizable. Every new political theory, by whatever name it called itself, led back to hierarchy and regimentation. And in the general hardening of outlook that set in round about 1930, practices which had been long abandoned, in some cases for hundreds of years — imprisonment without trial, the use of war prisoners as slaves, public executions, torture to extract confessions, the use of hostages, and the deportation of whole populations — not only became common again, but were tolerated and even defended by people who considered themselves enlightened and progressive.

As the history majors among you here today know all too well, when people in power invent their own facts and attack those who question them, it can mark the beginning of the end of a free society. That is not hyperbole. It is what authoritarian regimes throughout history have done. They attempt to control reality. Not just our laws and our rights and our budgets, but our thoughts and beliefs.

The last hundred years has seen a general decline in the democratic idea. If there be anybody left to whom this historical truth appears a paradox, it is only because during that period nobody has been taught history, least of all the history of ideas. The long run prospects encourage one. Trump has solid support among my generation of Americans, for example, especially men, but we are not going to last forever. Some suppose that people become more authoritarian as they age, and so one batch of old white men will just be replaced by another. But studies show that political opinions tend to be set in early adulthood and endure. Today’s youth, better educated and wonderfully less ethnocentric than their predecessors, give one great hope for the future of American democracy in the long run. But this is like climate change. We were warned plenty that we were creating a disaster in the only atmosphere we’ve got, and we kept on doing it. Now we are facing the consequences. Whether American democracy endures could well depend on what happens at the polls in 2018 and 2020. Authoritarian leaders and authoritarian followers have no great love of freedom and equality. Those who do had better organize and get out the vote, or they will make Donald Trump look like the super-genius he believes he is.

Throughout human history, societies have grappled with fundamental questions of how to organize themselves, the proper relationship between the individual and the state, the best means to resolve inevitable conflicts between states. And it was here in Europe, through centuries of struggle -- through war and Enlightenment, repression and revolution -- that a particular set of ideals began to emerge: The belief that through conscience and free will, each of us has the right to live as we choose. The belief that power is derived from the consent of the governed, and that laws and institutions should be established to protect that understanding. And those ideas eventually inspired a band of colonialists across an ocean, and they wrote them into the founding documents that still guide America today, including the simple truth that all men -- and women -- are created equal. But those ideals have also been tested -- here in Europe and around the world. Those ideals have often been threatened by an older, more traditional view of power. This alternative vision argues that ordinary men and women are too small-minded to govern their own affairs, that order and progress can only come when individuals surrender their rights to an all-powerful sovereign. Often, this alternative vision roots itself in the notion that by virtue of race or faith or ethnicity, some are inherently superior to others, and that individual identity must be defined by “us” versus “them,” or that national greatness must flow not by what a people stand for, but by what they are against. In many ways, the history of Europe in the 20th century represented the ongoing clash of these two sets of ideas, both within nations and among nations. The advance of industry and technology outpaced our ability to resolve our differences peacefully, and even among the most civilized of societies, on the surface we saw a descent into barbarism.

Eleven years later, as I am now definitely writing the last pages in my last book on the subject, I believe circumstances such as “9/11" have nearly swept us to disaster, the authoritarian threat has grown unabated, and almost all the protections I saw in 1996, such as a “free and vigilant press,” are being eroded or have already been destroyed. The biggest problem we have now, in my view, is authoritarianism. It has placed America at one of those historic cross-roads that will profoundly affect the rest of its history, and the future of our planet. The world deserves a much better America than the one it has seen lately. And so do Americans.

Weak logic, inconsistencies and alienation from the people are common features of authoritarianism. The relentless attempts of totalitarian regimes to prevent free thought and new ideas and the persistent assertion of their own rightness bring on them an intellectual stasis which they project on to the nation at large. Intimidation and propaganda work in a duet of oppression, while the people, lapped in fear and distrust, learn to dissemble and to keep silent. And all the time the desire grows for a system which will lift them from the position of 'rice-eating robots' to the status of human beings who can think and speak freely and hold their heads high in the security of their rights.

However sugarcoated and ambiguous, every form of authoritarianism must
start with a belief in some group's greater right to power, whether that
right is justified by sex, race, class, religion or all four. However
far it may expand, the progression inevitably rests on unequal power
and airtight roles within the family.

Not only has the past year seen an American president borrow despotic language to refer to the free press, but it seems he has in turn inspired dictators and authoritarians with his own language. This is reprehensible. We are not in a "fake news" era, as Bashar Assad says. We are, rather, in an era in which the authoritarian impulse is reasserting itself, to challenge free people and free societies, everywhere. In our own country, from the trivial to the truly dangerous, it is the range and regularity of the untruths we see that should be cause for profound alarm, and spur to action. Add to that the by-now predictable habit of calling true things false, and false things true, and we have a recipe for disaster. As George Orwell warned, "The further a society drifts from the truth, the more it will hate those who speak it."
